Remembering Second World War Technologies in Rural East Germany from 1984 to 1992

Abstract

Given Peenemünde's ambivalent military and technological history, from rocket development during the Nazi period to East German naval and air bases during the Cold War, its musealization was considered both a chance and challenge during the region's deindustrialization in the 1990s. Local residents’ support of veteran engineers promoting an apologetic view of Nazi rocketry was met with bewilderment. However, a space park project and anniversary event were spearheaded by government and industry representatives, turning a regional affair into an international controversy. The article analyzes the function of memory work and the remembrance of technological progress in rural northeastern Germany before and after German reunification. Based on archival sources and interviews with former officers and museum advocates, it traces the Peenemünde museum project through a history of ideological and biographical caesurae, enthusiasm, political promises, and socioeconomic despair.

The Uganda Railway and Memory Work in Kenya

Abstract

This article is concerned with the memory of the Uganda Railway in Kenya. Built during the heyday of British imperialism at the end of the nineteenth century, the colonial railway has been a highly contested infrastructure. Drawing on museum exhibitions, public speeches, and publications, the article argues that the main narrative of the railway line as a tool of oppression began to change when the railway infrastructure gradually deteriorated in the mid-twentieth century. I show how three distinct groups (white expatriates, Kenyan-Asians, and Kenya's political elite) were involved in creating a new public memory that popularized the Uganda Railway as a cornerstone of the postcolonial nation. Their uncoordinated but simultaneous efforts toward a new reading of the past all aimed, albeit for different reasons, at reimagining the nation. The article thus shows mechanisms of coming to terms with the colonial past in a postcolonial nation.

Bad Custom

The Meanings and Uses of a Legal Concept in Premodern Europe

The place and function of custom as a species of law—distinguished from custom as simply polite manners or cherished cultural traditions—has long been a source of research and debate among legal theorists and historians. One school of thought, reflecting the authority of written statute in modern jurisprudence, has relegated custom in a juridical sense to “primitive” societies, whereas proper law belongs to a world of state sovereignty. Other scholars have revisited the continuing validity of custom, including a trenchant body of work on the use (and manipulation) of custom in modern colonial regimes. At the same time, some have seen benefits in the acknowledgment of custom as a source of norms. A 2006 collection of articles, for instance, explored ways in which customary law might serve as a better foundation for the sustainable development of natural resources. As David Bederman has written, “Custom can be a signal strength for any legal system—preliterate or literate, primitive or modern.”

This new issue is an example of our journal's ongoing commitment to interdisciplinary dialogue, cutting-edge approaches, and the rethinking of mobilities. It also features authors at various stages of the academic career, from promising graduate students pursuing new venues to senior international scholars. We are extremely proud of the range of topics covered and the energy that flows through the issue. It starts with a theoretical inquiry into a concept that is central and critical to our lives and to our field: immobility. Noel Salazar revisits some of his previous work and invites us to rethink the “relational and experiential qualities” of what he rightly labels an “ambiguous concept.” Salazar masterfully builds upon language and our concrete and practical experiences of immobility, from mundane life to the new normal of the global COVID-19 crisis, to call on us to pay attention and give intention to the concept of immobility. His article reads as an invigorating manifest for studying and researching immobility as a meaningful, dynamic, and processual spectrum rather than as residual or as an antithesis of mobility.

Introduction

Using Popular Culture to Trace and Assess Political Change

The German federal election in September 2021 marked a significant transformation for German politics. As Chancellor Angela Merkel decided not to run again, the election spelled the end of her 16-year tenure; it also signaled a major shift in the German party system. The right-populist Alternative for Germany (AfD) entered the Bundestag again after their first entry in 2017, implying—for the first time since 1949—the establishment and sustained parliamentary presence of a party on the national level to the (far-)right of the Christian Democrats. The challenges facing the new parliament and government after the election are paramount. The climate crisis looms as large as ever. With the exception of the AfD, all German parties (and a distinct majority of voters) see this as the most pressing issue to tackle. However, the scope of action will be limited as the extensive state debt accumulated through covid-19 relief measures exerts pressure on the specific German model of social market economy. Finally, the international environment has seen drastic changes in the last years: While the election of u.s. President Joe Biden as successor to Donald Trump implies a return to normal for transatlantic relations, the uk exit from the eu shifts the balance between the remaining member states. After the Euro, refugee, and pandemic crises, European solidarity is strained, complicating Germany's role as the eu's “reluctant hegemon” or “gentle giant.” This reluctance or restraint connotes far more than a strategic policy choice: it is deeply rooted in the German history of the twentieth century that witnessed the cruelty and atrocities of the Nazi regime.

Invoking the “Yolocaust”?

German Memory Politics, Cultural Criticism, and Contemporary Popular Arts

Abstract

The present study understands comedy in relation to the Holocaust as an attempt by Germany's third and fourth generations to create alternative forms of commemoration. Analyzing the country's history of coming to terms with the Shoah, it highlights that recent forms of subversive satire are reacting to a crystallization in official memory politics through counter-discourse to political correctness and the defenders of moralism. The article finds that it is possible to combine comedy and Holocaust memory if Jewish victimhood is not spoofed and the limitations of official memory politics are debunked. Finally, it contends that not every historical assessment based on a local/national context can serve as a global blueprint. The recognition of national historical guilt and the establishment of distinct collective memories are still crucial for understanding specific pasts. Accordingly, German popular culture referring to the Nazi past differs from u.s. comedy dealing with the Holocaust.

Part 2: After the Big Bang

The Fusing of New Approaches

Abstract

In part one, I followed the debates and the scholars involved in the big bang of international Begriffsgeschichte. Part 2 takes us from the first encounters between the German and the Anglophone tradition within intellectual history to the more formalized efforts of establishing conceptual history on the international, academic scene. With more scholars joining the debate, the understanding of concepts in language and in context were both broadened and deepened. Case studies from a wider range of European languages added a stronger comparative and transnational perspectives to conceptual history, which would prepare the ground for a conceptual history beyond Europe.

Something Happened to the Future

Reconstructing Temporalities in Dutch Parliamentary Debate, 1814–2018

Abstract

This article stands in Reinhart Koselleck's tradition of investigating the historical experience of time. It focuses on the manner in which the experience and conceptualization of the future changed in Dutch parliamentary speech between 1814 and 2018. Based on a quantitative analysis of a corpus of political texts of more than 800 million tokens spanning more than two centuries, we argue that the future transformed from something unknown but principally predictable into a synonym for change itself during the final quarter of the twentieth century. We contend that this resulted in unpredictability becoming the future's defining trait and the future, consequently, losing its character as a knowledgeable singular in a process of what can be called “de-singularization.”

Abstract

In March 2020, Melvin Richter, one of the founders of international, conceptual history passed away. This sad occasion makes it timely in our journal to reflect on the process that turned national projects within conceptual and intellectual history into an international and transnational enterprise. The text that follows—published in two parts, here and in the next issue—takes a closer look at the intellectual processes that led up to the founding meeting of the association behind our journal, the History of Concepts Group. It follows in the footsteps of Melvin Richter to examine the different encounters, debates and protagonists in the story of international, conceptual history. The text traces the different approaches that were brought to the fore and particularly looks at Melvin Richter's efforts to bridge between an Anglophone tradition of intellectual history and a German tradition of Begriffsgeschichte.

This issue of Transfers showcases the first part of a thought-provoking special section edited by Supurna Banerjee (Institute of Development Studies, Kolkata) and Eva Gerharz (Fulda University of Applied Sciences). The collection of articles uses the interrelation between aspiration and desperation as a powerful analytical framework to interrogate the relationships between mobility, immobility, migration, and sedentarization. By confronting these termpairs, they also seek to deconstruct their seemingly antinomic associations. The contributions interrogate them beyond binary opposition and bring to light new connections. The second part of the special section, which will focus on negotiating aspirations in intimate social relations, as well as the response to the project will be published in an upcoming volume of our journal.
