The Ambiguity of Subversion

Resistance through Radio Broadcasting

Abstract

This article explores subversion as a practice of resistance and draws on the example of subversive radio for illustration. Radio became an important site of power struggles in the twentieth century, often placed in the service of both resistance and oppression. An examination of subversive acts in radio broadcasting, I argue, helps shift the focus away from the myths of heroic resistance, directing attention to the uncertainties encountered by the subversive actor. To make this argument, I build on Frantz Fanon's influential work on the resistant potential of radio and engage with literature on subversion and everyday resistance. The article illustrates the ambiguity of subversion on the case study of Radio Bantu, a broadcaster of ethnic-specific radio programmes established by the South African apartheid regime.

The publication timeline of the issues of volume 10 of Transfers has been informed by its own history and our now shared global history. Issue 10.1 commemorated the journal's 10th anniversary and sought to take stock of the past, point to future avenues, and react to the immediate present. Issue 10.2/3 is a double issue that moves the journal further into a new era. It both reaffirms our commitment to interdisciplinarity, diversity, and cutting-edge theorization and remains faithful to our engagement to question accepted histories, especially in the case of infrastructures, these seemingly perennial elements of our lived environment. Editing this journal remains a collaborative and interdisciplinary effort. As such, this double issue presents a collection of research articles on aeromobility, human-elephant relations, LGBT refugees in Germany, and mobility justice in Australia, followed by a special section on railways in Europe and Asia. In both parts of this issue, the articles weave together acts of authoring and reading mobility, by challenging our understanding of our field's accepted terms and concepts, developing their semantic richness, and asking of us to fully reflect on their meaning today.

Of late, resistance has become a central notion in political theory, standing at the heart of attempts to respond to the dilemmas of contemporary times. However, many accounts tend to ascribe to an idealised, heroic view. In this view, resistance represents a clear-cut action against injustice and stems from individuals’ conscious choice and their unwavering ethical commitment to the cause. Some liberal scholars, most notably Candice Delmas and Jason Brennan, have argued that citizens of democratic societies have a moral duty to resist state-sanctioned injustice. This resistance occurs either through ‘principled – civil or uncivil – disobedience’ or through ‘defensive actions’ (Delmas 2018: 5; Brennan 2019: 15). While acknowledging that pervasive injustice can compromise our cognitive and moral capacities, however, their articulation of our political obligation to resist refrains from a sustained examination of the moral dilemmas, uncertainties and risks that arise when fighting systemic oppression (Delmas 2018: 198–222; Brennan 2019: 28–59, 210–14).

Precarious Connections: On the Promise and Menace of Railroad Projects

Abstract

This introduction attempts to situate railroads, which have rarely been the object of ethnographic attention, within current debates of anthropology and related disciplines. While mobility is certainly one dimension of human-railroad entanglements, the introduction calls to explore political, social, material, and affective lives of railroads in Europe and Asia as well. Often, connections provided by railroads are precarious at best: enveloped in state and local politics, they appear to some as promise and to others as menace. Planning, construction, decay, and reconstruction constitute the temporal and material life cycle of these infrastructures. Attending to particular ethnographic and historical contexts, the introduction aims to demonstrate how railroads, these potent symbols of modernity, continue to be good to think with.

Introduction

France’s Great War from the Edge

World War I has been studied extensively by historians of France and for good reason. Waging the first industrial war required mobilizing all of France's resources, whether military, political, economic, cultural, or imperial. Politicians from the left and the right joined forces to govern the country, priests and seminarians were drafted into the army, factories were retooled to produce armaments and other war material, and women and children were enlisted to do their part. So too were colonial subjects. More than 500,000 men from France's empire fought in Europe for the French Army, while another 200,000 colonial subjects labored in France's wartime workplaces. The human losses were staggering and the political, economic, and cultural reverberations long-lasting, both in the metropole and in the colonies. More than 1.3 million French soldiers and an estimated 71,000 colonial soldiers lost their lives, leaving behind approximately 1.1 million war orphans and 600,000 war widows.

(Re)Constructing the Baikal-Amur Mainline

Continuity and Change of (Post)Socialist Infrastructure

Abstract

The construction of the Baikal-Amur Mainline (BAM) in East Siberia and the Russian Far East in the 1970s and 1980s was the largest technological and social engineering project of late socialism. After the dissolution of the Soviet Union, the BAM was dogged by economic bust, decline, and public disillusionment. BAM-2, a recently launched state program of technological modernization, aims to complete a second railway track. The project elicits memories as well as new hopes and expectations, especially among “builders of the BAM.” This article explores continuity and change between BAM-1 and BAM-2. It argues that the reconstruction efforts of the postsocialist state are predetermined by the durability of the infrastructure as a materialization of collective identities, memories, and emotions.

State of Uncertainty

Educating the First Railroaders in Central Sakha (Yakutiya)

Abstract

In July 2019, the village of Nizhniy Bestyakh in the Republic of Sakha (Yakutiya), the Russian Far East, was finally able to celebrate the opening of an eagerly awaited railroad passenger connection. Through analysis of rich ethnographic data, this article explores the “state of uncertainty” caused by repeated delays in construction of the railroad prior to this and focuses on the effect of these delays on students of a local transportation college. This college prepares young people for railroad jobs and careers, promising a steady income and a place in the Republic's wider modernization project. The research also reveals how the state of uncertainty led to unforeseen consequences, such as the seeding of doubt among students about their desire to be a part of the Republic's industrialization drive.

Germany's role in Europe and the world is changing fundamentally. For about five decades West Germany's and reunited Germany's position was very much aligned with the European integration project.

Despite its hegemonic potential, Germany defined its role as a partner of the other EU member states. Within the EU framework and globally, it mostly acted jointly with European partners, particularly France. Although Germany's situation altered significantly after unification, it still refrained from exercising its increased power and was rather seeking the role of a “gentle giant.” This was largely the case despite some exceptions, such as the unilateral recognition of Croatian and Slovenian independence in the early 1990s, and criticism that Germany might tend to single-handed foreign policy—the “Alleingang.”

Abstract

This article explores the ways the emerging concept of humanism was circulated and defined in early nineteenth-century German-language press. By analyzing a digitized corpus of German-language newspapers and periodicals published between 1808 and 1850, this article looks into the ways the concept of humanism was employed in book reviews, news, political reports, and feuilleton texts. Newspapers and periodicals had a significant role in transmitting the concept of humanism from educational debates into general political language in the 1840s. Furthermore, in an era of growing social problems and political unrest, humanism became increasingly associated with moral sentiments. Accordingly, this article suggests that its new political meanings and emotional underpinnings made humanism culturally contagious, particularly immediately before and during the 1848/49 revolutions.
