It is a sad duty to record in this issue the death of three people who in very different ways contributed to contemporary Jewish life in Europe.
A gate to development of African women's land rights?
The global competition for African land is at a historical peak. Local effects of large-scale land acquisitions depend on multiple factors, but women's rights and livelihoods are generally very fragile due to historical and contemporary injustices. Good land governance is important for turning the land acquisitions into equal and equitable development opportunities. The human rights-based approach promotes good governance by adding strength and legal substance to the principles of participation and inclusion, openness and transparency, accountability and the rule of law, and equality and nondiscrimination. By empowering rights-holders and enhancing duty-bearers' capacity, international development cooperation can lead to wider and more gender-balanced inclusion of civil society in negotiations of large-scale land acquisitions and greater adherence of duty-bearers to the rule of law. This is especially important in African countries with large amounts of land and weak legal and institutional frameworks to protect rights, especially those of women.
Citizenship in Europe after World War II—the Challenges of Migration and European Integration

The concept of citizenship in Europe after World War II faces two major challenges: migration and European integration. This introduction precedes a group of articles examining debates and law-making processes related to the concept of citizenship in Europe after World War II. The introduction sketches the historical development of citizenship in European representative democracies, taking into account four basic dimensions (access to citizenship, citizenship rights, citizenship duties, and the active content of citizenship) for analyzing changes in the concept of citizenship.
The Lenoir-Durkheim Lecture Notes on L'enseignement de la morale

These are lectures on morality, attributed to Durkheim by Raymond Lenoir and given to Steven Lukes, who reproduced them in his doctoral thesis on Durkheim. They are published, here, together and in full for the first time. The first group of lectures covers the family, as well as general issues in morality and moral education. The second group of lectures, on civic ethics, covers citizenship, democracy, the state, occupational groups, law, and the idea of la patrie. The lectures conclude with a familiar discussion of discipline, and a more original discussion of duties to oneself. The editorial introduction to the lectures explains the circumstances in which they came to light, and discusses issues of authenticity but also of the general role, in Durkheimian studies, of texts variously attributed to Durkheim or based on notes by his students.

With this first issue of Volume 44, I have some announcements to make. First, I am very sorry to report the death earlier this year of one of our long-standing members of the Editorial Board, Vicki L. Eaklor. Vicki was a professor of US history at Alfred University for 30 years before retiring in 2014. She served as a guest editor, peer reviewer, and contributor to the journal for most of her tenure at AU. A terrific colleague, talented musician, creative scholar, and brilliant teacher, Vicki will be missed by all who knew her zest for life, intellectual rigor, sense of humor, and love of good bourbon.
Second, as of this issue, I am announcing my retirement from the position of senior editor of Historical Reflections/Réflexions Historiques.
Third, I have the distinct pleasure of announcing that one of our Editorial Board members, Dr. Elizabeth Macknight, of the University of Aberdeen, Scotland, will be taking on the duties of senior editor beginning with the second issue of the year, and that W. Brian Newsome will be remaining as coeditor.
Citizenship and Welfare Protection
This double issue of The European Journal of Social Quality groups a number of contributions that approach the theme of citizenship and welfare protection from various angles, all relevant to the debates that are taking place in Europe today on this issue. Indeed, citizenship has again become a preoccupation all across Europe for the best part of the last decade, in political classes, think tanks and academic circles, as well as welfare pressure groups and other NGOs. Far from being simply a fashionable buzzword soon to be forgotten again, it clearly relates to a whole series of crisis in European societies that have to do with personal and collective identities and with issues of societal and individual responsibilities, duties and rights. The old question: ‘Am I my brother’s keeper?’ still occupies a central place in the way identities and societies are defined and practically organised. Because the reform programmes of the social security and welfare systems that are now implemented in many countries question the basic tenets that have supporting the Welfare State since the Second World War, issues of solidarity and social responsibility are hotly disputed. This affects citizenship insofar as it concerns the boundaries of identity. At European level, the intricate relationship between identity and welfare protection has been identified as one of the most complex and difficult issue confronting democracies on the continent. This is shown for instance in the studies of the European network on Social Exclusion and the Development of European Citizenship, SEDEC (Roche and van Berkel, 1997).

This special issue is devoted to a study of an action research-based reform of a US university study abroad programme to make it a genuine intercultural immersion experience. The four-year collaborative reform process combined participatory organisational redesign, the development of a comprehensive active learning approach and the teaching of intercultural competence through ethnographic immersion and community engagement in Seville, Spain. The case is an example of the development of intercultural competencies through guided behavioural change, of action research to reform higher education programmes and of active learning combined with formative and summative evaluation. The reader will learn about the experiences of the staff, faculty and mentors in the Consortium for Advanced Studies Abroad (CASA)-Sevilla study abroad programme and those of the sponsoring US universities as they together achieved a fundamental reform of a decades-old study abroad immersion programme. This special issue has many authors because this was a collaborative action-research project with continuous group work and brainstorming. The authors’ names are placed in the sections where the authorship is clear, but, as befits a collaboration, many of the ideas are the result of the combined thinking of all the authors. Authorship of the various sections has been allocated mainly to clarify for readers the most relevant author to contact to learn more about particular dimensions of the process. The guest editors took on the editorial duties on behalf of this larger group.
Challenges and dilemmas of MONUC/MONUSCO

“Around Kamanyola in Walungu territory, FARDC soldiers looted property and cattle and gang-raped a lady. When trying to fight off the rapists, two male members of the affected family were killed.” This is a short note from the daily situation report of MONUSCO’s South Kivu office, sent on 10 July 2010. It is one of many similar observations made by the dismayed and overwhelmed peacekeepers of the United Nations Stabilization Mission in the Democratic Republic of the Congo in eastern Democratic Republic of the Congo (DRC), whose first priority is the protection of civilians. On another day, or in another duty station, peacekeepers might report about a couple of children being abducted or a family burnt alive in their home by one of the militias roaming the subregion. On a few occasions – in July/August 2010 in Walikale territory in North Kivu, and in January and February 2011 in Fizi territory of South Kivu (see map 1) – the recurrent human rights violations in the DRC reached horrific proportions, with scores of people, including many children, sexually abused. In December 2008 and 2009, hundreds were massacred and several dozen abducted in Haut Uélé district (Province Orientale).
