After a complex integration process which has taken more than half a century, most Europeans—and non-Europeans—no longer identify Europe with simply an economic common market; yet the final political status of the European Union is still an open question. In general, Europe is usually regarded as the birthplace of a set of values claiming universal validity and serving as the basic political reference for citizens and institutions throughout the world. The emergence and spread of such significant concepts as civilization, democracy, liberalism, parliamentarism, (human) rights, or tolerance, for example, are generally associated with modern European history.
Ordering and Managing Migration in Ceuta (Spain)
Ceuta is a Spanish city in Northern Morocco. It is thus situated at a European Union border on the African continent. In this context, I contend that migration is generally considered a potential threat to the pacified local order of things by the Christian majority. In order to protect this order of things referred to as convivencia, Christian Ceutíes tend to prefer depoliticizing strategies to manage migration. Nonetheless, migration sometimes becomes highly politicized and is framed as a security issue. This essay thus suggests that the concept of securitization is relevant to grasp the problematization of migration in times of crisis in Ceuta and analyzes three occurrences of local processes of securitization.

For much of the past two decades since unification, the literature on the German economy has largely focused on the erosion of the German model of organized capitalism and emphasized institutional decline and the corresponding rise of neoliberalism. The first part of the article analyzes the strains unification placed on German economic performance that caused many observers to call for modification of the model in a more neo-liberal direction. The second part takes a different focus and lays out the main rationale of the paper. It inquires why such a coordinated market economy was created in the first place and whether a renewed form of it might still be useful for Germany, the European Union, and other developed democracies in the early twenty-first century. The third section articulates the origins of the institutional and ideational components of these coordinated market economy models, during both the Bismarckian and Social Market Economy periods. The final portion inquires whether the failure of the contemporary liberal market economy approach in the wake of the worldwide financial crisis and severe recession represents a possible opening for the creation of a third coordinated market economy not only for Germany but for a redesigned European Union.
Reflections on a Village Tourism Project in Cyprus
On 1 May 2004, the Republic of Cyprus entered the European Union, unaccompanied by the Turkish-Cypriot population in the northern third of the island. The Green Line - the militarized border marking the cessation of hostilities in 1974 - now defines the outer edge of the European Union, creating a fluid and uncertain borderland which has become the focus for ongoing attempts to construct both the new Cyprus and the new Europe. Tourism has a central and contradictory role to play in these processes. It offers an avenue for stimulating economic activity and raising income levels in the Turkish-Cypriot north, and presents an opportunity to develop complementary tourism products north and south which could widen the appeal of the island as a whole and promote collaborative ventures between Greek- and Turkish-Cypriots. On the other hand, such developments face strong resistance from sections of the population north and south, who fear they will lead either to the legitimation and tacit recognition of the Turkish-Cypriot state in the north, or to a return to relations characterized by Greek-Cypriot dominance and Turkish-Cypriot dependence. The paper reflects on the author's involvement in a village tourism development project in Cyprus in 2005-2006 in order to explore what an anthropological approach to the use of tourism for political ends can tell us about conflict, and when, and under what conditions, tourism might be a force for peace and reconciliation.
An outcome of the EUropeanization in rural Lithuania?

This article focuses on small-scale farming in Lithuania in light of the country's European Union (EU) entrance in 2004. Although the EU, together with the World Bank and the International Monetary Fund, had encouraged a rapid privatization of the former collective farms, the result was not an economically viable farming sector, but a multitude of unspecialized farms run by ageing farmers with but a single cow. These farmers are now viewed as the main obstacle to further development and are encouraged to retire. However, the farmers have proven reluctant to do so. Looking at different attempts to reduce the number of small farms, the article analyzes how the outcomes of the EU programs often are quite different from what was originally intended. Such processes are coined as EUropeanization: a term that embraces how the EU is interpreted and implemented in daily life by the farmers.
On 1 January 1999, the European Economic and Monetary Union (EMU) was created. The currencies of 12 member countries of the European Union (EU) were first irrevocably fixed and then replaced by one European currency, the euro, earlier than the deadline of 1 July 2002. According to Article 2 of the Maastricht Treaty the aim of EMU is to promote ‘sustainable and non-inflationary growth respecting the environment, a high degree of convergence of economic performance, a high level of employment and of social protection, the raising of the standard of living and quality of life, and economic and social cohesion and solidarity among Member States.’ From this one may expect a positive relationship between EMU and the social environment.
A new book, ‘Social Quality: A Vision for Europe', edited by Beck, van der Maesen, Thomése and Walker has just been published under the egide of the European Foundation of Social Quality (Beck et al., 2001). This book is a follow-up to ‘The Social Quality of Europe', edited by Beck, van der Maesen and Walker and published in 1997 (Beck et al., 1997). Both books belong to the context of the 1997 ‘Amsterdam Declaration on the Social Quality of Europe', an attempt by social scientists and social policy experts to influence the political decision-makers of the European Union in the direction of an increased concern for ‘social quality’ (SQ) — to complement or supercede the traditional pursuit of purely economic objectives.

The French elections of 2012 resulted in an unprecedented and overwhelming victory by France's Socialist Party, which gained control of the presidency and an absolute majority in the National Assembly to go with the party's existing domination of most of France's regions and municipalities. But the Socialist Party remains a minority party in the French electoral body politic, its victory the result of a skewered two-ballot electoral system. The Socialist government, moreover, remains hampered in its action by its obligations toward the European Union and its participation in the zone of countries using the Euro as it attempts to deal with France's economic crisis. As a consequence of both of these phenomena the government may also be sitting atop a profound political crisis characterized by the alienation of a good part of the electorate from the political system.

Ole Henckel is writing his PhD thesis on the relationship between national and European higher education policy as well as the history of the Bologna process. The aim of this interview was to learn about the historical background to the Bologna process, which interests were involved and which were excluded, what their motivations were, why they thought it was a good idea, and what they were trying to achieve? As the interview progressed, it focused on three themes. First, at what points did it become clear to participants that they were engaged in a new European 'great game' of creating not just a standardised Higher Education Area, but a global market? Second, how does the Bologna process work as an exemplar of the European Union's new form of governance through freedom, often referred to as the operation of 'soft power' or the Open Method of Coordination? Third, what are the most recent developments, and what kind of future is emerging?
Transitions and Transformations in Basque Agricultural Practices

In this article, we discuss the economic constraints and opportunities that Basque farmers in two neighbouring valleys in France faced before the 2003 reforms of the Common Agricultural Policy (CAP). In the last decade, constraints and opportunities have shifted, and farmers have diversified their economic strategies in order to cope with a rise in rural tourism and second home ownership, an expansion of leisure activities into what has historically been an agricultural territory, and the implications that the uncertain future of the European Union's CAP has for small family farmers in this area. We examine this diversification of household economic strategies to include non-agricultural activities and the implications it has for economic health and rural livelihoods in the Basque region.
