A history of urban floods underlines the state's efforts to discipline people as well as to control floodwaters. We focus on two big cities in Southeast Asia—Singapore and Metro Manila—in the period from after World War II until the 1980s. During this period, both cities traversed similar paths of demographic and socioeconomic change that had an adverse impact on the incidence of flooding. Official responses to floods in Singapore and Manila, too, shared the common pursuit of two objectives. The first was to tame nature by reducing the risk of flooding through drainage and other technical measures, as implemented by a modern bureaucracy. The second was to discipline human nature by eradicating “bad” attitudes and habits deemed to contribute to flooding, while nurturing behavior considered civic-minded and socially responsible. While Singapore's technocratic responses were more effective overall than those in Metro Manila, the return of floodwaters to Orchard Road in recent years has highlighted the shortcomings of high modernist responses to environmental hazards. This article argues that in controlling floods—that is, when nature is deemed hazardous—the state needs to accommodate sources of authority and expertise other than its own.

The article discusses the process of setting up an exhibition presenting the fragments of alternative creative practices in 1980s Maribor (Slovenia) in an art museum. Within an interdisciplinary approach – art historical, museological and anthropological, which is in focus here – I try to understand how such a heritage of alternative creative practices is constructed and produced. Furthermore, the question of the anthropological potentiality of exhibition-making as a method for researching certain aspects of urban practices and development is considered. During the exhibition the art museum became a collaborative place for negotiating, mediating and constructing a heritage between an imagined community of (once) alternative individuals and collectives who participated in the exhibition, the museum staff, visitors and the media. The exhibition was echoed in some other events in the city as it also addressed contemporary artistic, cultural and social issues in Maribor.

Discourse-based analysis continues to be thought of, in some quarters, in overgeneralizing terms. In this article, I emphasize that all instances of it do not share the same suppositions, and I demonstrate its purchase for a critical but nuanced revisiting of processes of national liberation and development. I present support for some of the conclusions that I advanced in an earlier study (Langley 2001), which examines post-1979 Sandinismo as a dispositif within modernity. Ultimately, I focus upon contrasting discourses of the literacy campaign that place Sandinismo in time and space as well as within a historical particularity. I consider how these discourses relate to the ways in which the most marginalized sectors of campesinos (peasants) fared in the context of the Sandinista project. The manner in which they had been ‘spoken’ about shaped and delimited how they ‘spoke’ and might have ‘spoken.’
