German nonprofits active in support work for unemployed and marginalized groups have undergone significant transformation in the context of recent social and labor market reforms. Drawing on the findings of a three-year research project on such local work-insertion organizations in Berlin, the article discusses some of the problems and potentials of nonprofits in the reshaping of welfare and employment policies. It shows how the service providers implementing these new policies and delivering the new benefits face a new competition from private, for-profit agencies as well as constraints set by the formal contracts which the new instruments entail. As they now have to deliver enhanced self-activity of their clients, are called upon to nurture and make use of "social capital" in their work fields, and are involved, as civil society "stakeholders," in new local partnerships between the municipality, the employment office and private sector actors, they lead us to question prevailing views in the voluntary sector scholarship.
German unification acted as a catalyst for the substantial transformation of the German welfare and employment regime which has taken place over the last two decades. The changes can be described as a process of a partial liberalization of the labor market within the boundaries of a coordinated industrial relations system and a conservative welfare state. This article depicts the transformation as a trend towards a more liberal welfare and employment regime by focusing on the shifting boundaries between status and income maintenance and poor relief systems.

The Socio-Economic Situation of Comics Authors and Illustrators in Belgium

On the initiative of the research office of the non-profit SMartBe Professional Association for Creative Professions, an exploratory survey into the current socio-economic circumstances of comics authors and illustrators in Belgium has been undertaken for the first time. The replies of 191 French-speaking and 72 Dutch-speaking artists to the online questionnaire have given an idea of the profile of comics authors and illustrators in Belgium (in terms of gender, age, place of residence, educational background), their professional activities and the type of publications in which their work appears, and their employment status and income. The results show that, in general, their monthly income falls below the Belgian median, and that many artists, particularly in the younger age range, are reliant on supplementing their earnings from other sources. A number of differences emerged between the situation of French-speaking and Dutch-speaking artists. The role of creative grants (especially subsidies from the government) is shown to be crucial.

Film scholars, critics, filmmakers, and audiences all routinely employ intuitive, untutored "folk psychology" in viewing, interpreting, critiquing, and making films. Yet this folk psychology receives little attention in film scholarship. This article argues that film scholars ought to pay far more attention to the nature and uses of folk psychology. Turning to critical work on Alfred Hitchcock's Psycho, the article demonstrates the diverse and sometimes surprising ways that folk psychology is used in criticism. From an evolutionary perspective, the article defends the critic's and audience's interests in characters as persons. It also defends folk psychology against some of its most vocal detractors, and provides some guidance into how cognitive film theorists might employ folk psychology, arguing that such employment must supplement and correct folk psychology with scientific psychology and philosophical analysis. Finally, the article argues that the application of folk psychology to films is a talent, a skill, and a sensitivity rather than a science.
Since the 1960s, Germany’s historical culture has continually reprocessed
the Nazi past and later the Holocaust for the purposes of education,
remembrance, and entertainment. The objective of this process,
Vergangenheitsbewältigung, is the self-centered and self-designed
therapeutic treatment of the descendants of the perpetrators and
bystanders of Nazism. It seems that Germans, who were better fascists
than other Europeans, are also determined to excel at the task of
working through Nazism and the World War II era. Therefore,
attempts at mastering the past have given rise to hectic cultural activity
as the field of contemporary history illustrates: “[I]ncessantly the
German business for contemporary history generates fast-food products.
It is based on a perpetual mobile of commissions, projects and
mini-grants, temporary employment and welfare-to-work subsidies,
conferences and lecture series—a perpetual mobile of pedagogical historiography
and history obsessed pedagogy.”
The Role of the Diyanet’s Women Preachers
Despite scholars’ tremendous interest in the dynamics of Turkish laicism, little to no attention has been paid to the actors and the practices through which Islamic morality is propagated among society every day. This article investigates the Directorate of Religious Affairs (Diyanet)’s policy that has been increasing the number of women working as preachers since 2003. To what extent and how does the employment of the Diyanet’s women preachers affect the way in which religion and Islamic public morality grow and are spread in Turkey today? What specifically is women’s contribution in this respect? Drawing on an ethnographic observation of the Diyanet’s women preachers’ activities in Istanbul mosques, the article outlines how they contribute to reshaping Turkish laicism while diffusing Islamic morality in the public space.

This article investigates the progress that the eastern German economy has made since unification in two areas: unemployment and output. It finds that unemployment has remained persistently higher in eastern than in western Germany and output levels have remained extremely uniform across the eastern states. Keynesian and neoclassical economists have proposed differing explanations for the endurance of high unemployment in the East. The latter have the more convincing argument, which blames high initial wages in eastern Germany for producing a labor "trap," but this account is not without flaws. The best explanation for output uniformity is the content and volume of public investment in eastern Germany since unification. Public policy in the years immediately following unification is in large part responsible for both outcomes. Economic modeling indicates that wage subsidies targeted at low-income employment would be the most effective means to break the current high-unemployment equilibrium in eastern Germany, but the political barriers to adopting such a policy are just as formidable as they were a decade ago, when such a policy was briefly considered.

Facing linkage problems, parties in Germany have started to respond to a changing media environment by reforming their internal structures of opinion forming and decision making, inter alia reacting to the rise of the social web and the successes of the Pirate Party whose party organization is to a large extent “digitalized”. Whether and how established parties implement and adapt Internet tools, i.e., whether these could contribute to more participation of the “party on the ground” or whether they strengthen the “party in central office” is the focus of this article. The case study on the employment of an online platform for drafting a motion for the party convention of the German Social Democrats in December 2011 reveals that the “party in central office” controlled the online procedure as well as the processing of the results to a remarkable extent—thereby constraining the participatory potential of the tool. At the same time, the case study indicates a quality of online collaboration platforms that might limit the instrumentalization of these tools by the party elites in the long run and possibly re-empower the “party on the ground.”
