German nonprofits active in support work for unemployed and marginalized groups have undergone significant transformation in the context of recent social and labor market reforms. Drawing on the findings of a three-year research project on such local work-insertion organizations in Berlin, the article discusses some of the problems and potentials of nonprofits in the reshaping of welfare and employment policies. It shows how the service providers implementing these new policies and delivering the new benefits face a new competition from private, for-profit agencies as well as constraints set by the formal contracts which the new instruments entail. As they now have to deliver enhanced self-activity of their clients, are called upon to nurture and make use of "social capital" in their work fields, and are involved, as civil society "stakeholders," in new local partnerships between the municipality, the employment office and private sector actors, they lead us to question prevailing views in the voluntary sector scholarship.
German unification acted as a catalyst for the substantial transformation of the German welfare and employment regime which has taken place over the last two decades. The changes can be described as a process of a partial liberalization of the labor market within the boundaries of a coordinated industrial relations system and a conservative welfare state. This article depicts the transformation as a trend towards a more liberal welfare and employment regime by focusing on the shifting boundaries between status and income maintenance and poor relief systems.

A Texas wag once remarked, “Oilmen are like cats. You can’t tell from the sound of them whether they’re fighting or making love.” German industrial relations are not much different. In the heat of collective bargaining, the Federal Republic’s “social partners” (that is, trade unions and employers’ associations) frequently exchange vitriolic barbs in public, while simultaneously engaging in pragmatic, professional negotiations behind closed doors.
The article deals with the semantic career of virtus as a political concept in the Middle Ages. It traces the different aspects of meaning assigned to this word in four medieval texts, namely St. Augustine's City of God, the Regula Pastoralis of Gregory the Great, the Via Regia of Smaragdus of St. Mihiel, and the Policraticus of John of Salisbury. Using quantitative methods, I analyze the employment of virtus with a focus on its relevance in the political discourse, and I also address the shift in meaning and argumentative capacity that the term undergoes over time. In the end, virtus can be shown to be a highly flexible yet strongly functional term that plays an important role in the conceptions of medieval societies.
Blogs and the Recent History of Dispossessed Academic Labor

A contemporary history of higher education in the United States is being written on the Internet. Academic bloggers interrupt and circumvent the influence of professional associations over debates about unemployment, contingent labor, publishing, tenure review, and other aspects of creating and maintaining a scholarly career. On the Internet, limited status and prestige, as well as one's invisibility as a colleague, are no barrier to acquiring an audience within the profession or creating a contemporary archive of academic labor struggles. At a moment of financial and political crisis for universities, these virtual historians have increasingly turned their critical faculties to scrutinizing, critiquing, and documenting the neoliberal university. Although blogging has not displaced established sources of intellectual prestige, virtual historians are engaged in the project of constructing their own scholarly identities and expanding what counts as intellectual and political labor for scholars excluded from the world of full-time employment.
The Case of a Polish Factory in the 1950s
This article focuses on gender relations and industrialization in the Stalinist and post-Stalinist period in Poland. Taking the example of a newly built metal factory in Kraśnik and its female workers, it shows the importance of local conditions for the process of the “productivization” of women. The article argues that in rural areas the access of women to the factory generated less conflict than in the urban milieu. The plant employed a great number of female workers in nearly every position—not as a result of any special “productivization” policy, but because women sought to work there. Women in Kraśnik did not see a conflict between their identities as women and wage work, including that in occupations traditionally dominated by men. In the course of de-Stalinization, the gender division of work became more important in shaping the employment policy of the factory. This article demonstrates how gender ideologies specific to peasant and workers' culture interacted in the process of industrialization.
Since the 1960s, Germany’s historical culture has continually reprocessed
the Nazi past and later the Holocaust for the purposes of education,
remembrance, and entertainment. The objective of this process,
Vergangenheitsbewältigung, is the self-centered and self-designed
therapeutic treatment of the descendants of the perpetrators and
bystanders of Nazism. It seems that Germans, who were better fascists
than other Europeans, are also determined to excel at the task of
working through Nazism and the World War II era. Therefore,
attempts at mastering the past have given rise to hectic cultural activity
as the field of contemporary history illustrates: “[I]ncessantly the
German business for contemporary history generates fast-food products.
It is based on a perpetual mobile of commissions, projects and
mini-grants, temporary employment and welfare-to-work subsidies,
conferences and lecture series—a perpetual mobile of pedagogical historiography
and history obsessed pedagogy.”
Surveillance and the African Immigrant Community in France, 1960-1979
By the early 1960s, an increasing number of Africans migrated to France from their former colonies in West Africa. Most were men hoping to gain employment in several different industries. Their settlement in Paris and other cities signaled the start of "post-colonial" African immigration to France. While scholars have analyzed several facets of this migration, they often overlook the ways in which France's role as a colonial power in West Africa impacted the reception of these immigrants after 1960, where surveillance played a critical role. Colonial regimes policed and monitored the activities of indigenous populations and anyone else they deemed problematic. The desire to understand newly arriving immigrant groups and suspicion of foreign-born populations intersected with the state's capacity to monitor certain groups in order to regulate and control them. While not physically violent, these surveillance practices reflected the role that symbolic violence played in the French government's approach to this post-colonial immigrant population.
After the collapse of the former Soviet Union two decades ago, Russia’s new capitalists moved the industrial complexes from the city centres to the suburbs. These complexes had once provided lairs for Moscow’s free-ranging dogs, a large and shifting feral population that had excited comment from the mid-nineteenth century. Faced in the 1990s with an abruptly changing socio-economic urban topography, the dogs had to relocate their sleeping areas to the city outskirts— but their best scavenging grounds remained the urban hub. So the new running dogs of capitalism—both human and canine—were faced with the same mobility question: how to negotiate transport from domicile to place of employment and back again with maximum efficiency. Astonishingly, a few dogs learned how to jump on fixed subway routes to get to the centre in the morning. Once within the city, the dogs discovered how to use traffic lights to cross the road safely, crossing not with the colour—which they found hard to judge because of their dichromatic vision—but with the changing outline and position of the signal. Then, in the evenings, they became skilled at leaping onto the correct train home, just like their human counterparts. Observers note that these canine commuters sometimes fall asleep and have to get off at the wrong stop, just like weary human commuters.
