This article discusses paradoxes in the emergent global field of higher education as reflected in an alternative model of the university – the Bolivarian University of Venezuela (UBV) and the related higher education policy, Misión Sucre. With its credo in the applied social sciences, its commitment to popular pedagogy and its dependence on extensive fieldwork with communities, UBV offers an alternative model of science and research at the service of society. Drawing on my ongoing research on this university (since 2008), I present the difficulties which the homogenising standards of a global field of higher education pose to a rapidly developing mass public university in a semiperipheral country. I focus on the difficulty of developing evaluation procedures for UBV as this exposes contradictions which are both unique to this new university model and common for a world system of higher education.
Bulgarian and Romanian student workers in the UK
This article is based on fieldwork conducted among Romanian and Bulgarian students working under the Seasonal Agricultural Workers Scheme in the UK. It shows how a public discourse on the benefits of and for immigrant seasonal workers silences the voices of these workers. It also discusses how a hidden transcript of the student workers shows they are deeply frustrated about their exploitation in terms of wages, living conditions, and the fact that they have come to the UK on false promises of cultural exchange and learning. The confinement of Bulgarian and Romanian immigrants—such as these student workers—to the unskilled and underpaid labor sector in the UK, which continues despite Romania and Bulgaria's recent accession to the EU, not only reproduces the dual labor market in the UK itself but it also reduces Romania and Bulgaria to 'second-hand' EU members states.
Higher education reform in the ‘periphery’

In recent years, an increasing body of work has addressed the ‘corporatisation’ and ‘commodification’ of universities, as well as higher education sector reforms more broadly. This work refers mostly to the traditional core hubs of higher education, such as the Anglo-American research university. In the emerging anthropology of higher education policy, accounts of the implementation and negotiation of reforms in more ‘peripheral’ contexts often remain absent. This collection of articles addresses this absence by focusing on the interplay between narratives of global policy reform and the processes of their implementation and negotiation in different contexts in the academic ‘periphery’. Bringing together work from a range of settings and through different lenses, the special issue provides insights into the common processes of reform that are underway and how decisions to implement certain reforms reaffirm rather than challenge peripheral positions in higher education.
Il/legality and solidarity in housing struggles in (post)socialist Sofia and Caracas

This article presents the results of a collaborative ethnographic inquiry in contemporary Sofia and Caracas. Combining historical research and ethnography, we compare the ways in which a former and a current left-wing regime treat urban squatting. In both cities, squatters tend to be poor families escaping homelessness. In Sofia, “squatters”—usually of Roma origin—inhabit unregulated spaces deemed illegal after 1989. In Caracas, homeless families have been officially encouraged to squat but not declared legal occupants. A historical comparison shows both socialist governments turn a blind eye to extralegal housing practices. Benign, informal housing arrangements function to display solidarity with marginalized groups as a form of popular legitimacy. Yet, without formalized state protection, such arrangements produced a “surplus” population, vulnerable vis-à-vis global processes of capitalist reorganization.
