The history of Guatemala is dominated by authoritarian and conservative governments. It is said that the country is presently transitioning toward democracy, yet the government, as well as the democratic system itself, continues to be structurally colonialist and racist. Guatemala's leaders have not realized the implications for the government and for civil society of the constitutional and political recognition of the country as multi-ethnic, multi-lingual, and multicultural. Further-more, Guatemalan political elites ask and expect that individual and collective members of society be multi-ethnic and multi-lingual, even when the government and its organs are not. The necessary transition, public as well as private, from mono-nationalism to multi-nationalism can be achieved, but it would be more efficient and consistent if the government would take heed of civil society.

Is nationalism more noble than racism? Anderson argues that it is: “Nationalism thinks in terms of historical destinies, while racism dreams of eternal contaminations, transmitted from the origins of time through an endless sequence of loathsome copulations” (1991: 149). For Anderson, racism springs from ideologies of class, which are rooted in notions of blood purity. In contrast, he holds that patriotic dreams and nationalist fellowship rest on a fundamentally different criterion—the language encountered on the mother’s knee. This distinction that Anderson draws is crucial. It leads him to view nations as open and inclusive, since one can be invited into the nation (as is implicit in the term ‘naturalization’), whereas the impulse of racism is to exclude.

The Relevance of Soviet Ideology to Contemporary Sakha Politics
This report presents an analysis of material from regional government-owned newspapers in the Republic of Sakha (Iakutiia). The analysis reveals a high level of respect for Sakha community leaders who regard the technological and industrial progress of the Sakha people as their main interest. The newspapers indicate tolerance for Sakha nationalism on the part of the republican government, even though this tolerance could jeopardize its relationship with the Russian Federation's central government.

Historical research has recently found new interest in aviation and aeromobilities. Though productive, these discussions have mostly concentrated on knowledge frames emanating from the 'West.' This article surveys the limited range of literatures that highlight how 'other' societies perceive and (re)appropriate flight. In particular, we refer to examples from Asia to demonstrate that actors from this region likewise interact with ideas of aerial imperialism, geopolitical struggles, and nationalism. These studies prompt key historiographical questions on power, agency, and relations between the West and the non-West. They also promote a scholarship that is more reflexive about its centers of knowledge.

After the excesses of fascism in World War II and inter-ethnic conflicts in Africa, the Middle East, and the former Yugoslavia, it became axiomatic for postmodernist thinkers to condemn the nation and its corollary terms, ‘nationalism’ and ‘nation-state,’ as the classic evils of modern industrial society. The nation-state, its reality if not its concept, has become a kind of malignant paradox if not a sinister conundrum. It is often linked to violence and the terror of ‘ethnic cleansing.’ Nonetheless, the U.N. and the interstate system of nation-states still function as seemingly viable institutions of everyday life.1 How do we explain these seemingly paradoxical trends?

In the 1970s and 1980s, North and South Yemen appeared to be two states pursuing opposing, sometimes hostile, economic and political policies. Then, in 1990, they suddenly united. This article analyses sport diplomacy as an instrument in opening institutional contacts between the two governments and as a venue for conveying important socio-political and historical messages. Cross-border football contests reinforced the largely invented notion of a single Yemen derived from pre-Islamic kingdoms. This idea remains a foundation of Yemeni nationalism and a base of Yemeni national identity.
The Ariadne’s thread that runs through, and connects, the articles in this issue of Theoria is the modern state. How should the state approach welfare policy? Is the state’s power as absolute as once it had been? What is the importance of nationalism for states? What assumptions about the relationship between the state and civil society should be examined, and how? What, especially in a developing society such as South Africa, is—or should be—the relationship between the state and the poor? These are the overarching questions that knit together the contributions.
