From a postcolonial left that challenges the French state over immigration policy and neoliberal globalization, Act Up has advocated for the social and political rights and needs of women, inmates, drug users, and immigrants with HIV/AIDS. This essay examines as well Act Up's engagement with science and globalization in response to new experimental medical trials in the Global South. Act Up's emphasis on local empowerment against global economic and social actors has earned criticism from American and South African AIDS activists, but at the same time these campaigns stress the universalist impulse imbedded in the Act Up brand of French Republican politics.

This article offers a theorization of the politics of politically inspired musical performances in the twenty-first century. The two examples, Peaches’ “Dick in the Air” and Rose McGowan’s “RM486,” both released in fall 2015, offer two very different approaches to contemporary feminist and popfeminist body politics. These songs with their accompanying video and multimedia releases, offer the temporal and auditory frame for reflections about how gendered and racialized bodies are impacted by their surroundings and how, in turn, we impact these surroundings, to the local and the global, to neoliberalism and its discontents. These performances are not acts of provocation, but suggest ways to imagine social futures by creating spaces for relations, shared response, and political intervention.
German extreme Right parties have increased their political and electoral significance in recent years, in particular through some considerable regional successes in the East. However, in spite of noticeable nation-wide gains by the NPD in the Bundestag election, the extreme Right suffered from another defeat. Looking at the interplay of supply side and demand side factors, the article examines the transformations and continuities of extreme Right parties within the German party system, their performance in the 2005 general election, and the reasons for their ongoing national electoral failure. While extreme Right parties benefit from more favorable conditions related to increased voter volatility, new public issues and new cleavage structures, these parties also continuously face crucial difficulties, especially on the supply side: the cordon sanitaire is still intact, and new cleavages in relation to globalization are more convincingly and effectively utilized by left-wing competitors. The main obstacle, though, are the extreme Right agents themselves. Incorporating Zeitgeist issues, they nevertheless remain unable to actually modernize their agenda. The present and future challenge to liberal democracy may be a new level of cooperation between extreme Right parties and consolidated "informal" right-wing extremist subcultures in Eastern regional strongholds.
This article narrates the development of the antinuclear movement from the bottom up, showing how local protests initiated changes in Germans' ideas about democracy and public participation, precipitating the Green Party's emergence. The narrative begins with the pre-history of the 1975 occupation of the Wyhl reactor site in Southern Baden. It shows that vintners' concerns about the future of their livelihoods underpinned protests at Wyhl, but argues that the anti-reactor coalition grew in breadth after government officials' perceived misconduct caused local people to connect their agricultural concerns with democracy matters. It then explains how local protests like the Wyhl occupation influenced the formation of the German Green Party in the late 1970s, showing how the sorts of convergences that occurred amidst “single issue” protests like the anti-Wyhl struggle enabled a wide variety of activists to come together in the new party. Thus, the article argues that particular, local concerns initiated a rethinking of participation in electoral politics. Far from fracturing society, these local concerns promoted diverse new coalitions and shaped an inclusive approach to electoral politics.

Conceptualizing Everyday Political Engagement

Existing research on alternative forms of political participation does not adequately account for why those forms of participation at an “everyday” level should be defined as political. In this article we aim to contribute new conceptual and theoretical depth to this research agenda by drawing on sociological theory to posit a framework for determining whether nontraditional forms of political engagement can be defined as genuinely distinctive from traditional participation. Existing “everyday politics” frameworks are analytically underdeveloped, and the article argues instead for drawing upon Michel Maffesoli’s theory of “neo-tribal” politics. Applying Maffesoli’s insights, we provide two questions for operationally defining “everyday” political participation, as expressing autonomy from formal political institutions, and building new political organizations from the bottom up. This creates a substantive research agenda of not only operationally defining political participation, but examining how traditional governmental institutions and social movements respond to a growth in everyday political participation: nexus politics.
The bureaucratic politics of the German decision to bailout Greece reveal that policy proposals from the Office of the Federal Chancellery and the Federal Ministry of Finance to cope with the crisis in Greece stood to benefit those specific ministries. Centered on a national/supranational cleavage, policy debates in the second Angela Merkel government revolved around whether the European Union should be delegated more power in terms of broader Eurozone macroeconomic governance. Angela Merkel rejected broader treaty revisions insisting on strict adherence to the Stability and Growth Pact and the large-scale participation of the IMF. Conversely, Federal Finance Minister Wolfgang Schäuble opposed IMF involvement and advocated for increased EU competency including support for the French proposal to institutionalize the Eurogroup. The policy positions of these two organizational actors remained deeply conditioned by organizational interests, rather than partisan or ideological divides over conceptions of “European Unity.”
The result of the 2005 Bundestag election provoked difficult questions concerning the political positioning of the SPD. Should the Social Democrats negate the Schröder government's Agenda 2010 reforms in order to regain voters from the Left and envisage a government coalition with the Left Party, even though this party has been portrayed as "unfit to govern"? Or should the SPD stick to the center, at the risk of losing even more voters to its leftist competitor? Based on a theoretical concept of different party goals (vote, office, policy, and democracy-seeking) and strategic party behavior, this article explains why the SPD did not succeed in establishing a promising strategy with regard to these questions. This failure is caused mainly by the party's internal divisions and its severe leadership problems. In addition, the structure of German party competition and the institutions of federalism make it even more difficult to handle these problems with success.
The Role of the Proto-Political Sphere in Political Participation

While Wood and Flinders’ work to broaden the scope of what counts as “politics” in political science is a needed adjustment to conventional theory, it skirts an important relationship between society, the protopolitical sphere, and arena politics. We contend, in particular, that the language of everyday people articulates tensions in society, that such tensions are particularly observable online, and that this language can constitute the beginning of political action. Language can be protopolitical and should, therefore, be included in the authors’ revised theory of what counts as political participation.

Historians and political sciences have begun to discuss how and when postwar Germany overcame its authoritarian past and reestablished democracy and a tolerant civil society. This article argues that the national and regional Offices for Political Education have contributed significantly to the recivilizing process. The article provides the first preliminary academic attempt to outline the offices' historical background, their changing institutional structure, and their place in the civic education context since the mid 1950s. A series of case studies examine the historical literature disseminated by specific offices to illustrate the process of overcoming a problematic past and constructing new identities. In turn, the historical role models promoted by the offices, the manner in which federalism was presented, the timing of and fashion in which the Holocaust became a significant theme and the way in which regional identities were understood and fostered, are examined. These cases illustrate how historical information was employed, at first in fairly simple and propagandistic fashion, but always to inculcate democratic and civil norms. The question of the impact of the offices' work is left open, since research on reception has yet to be undertaken, but some evidence about their important contributions to reshaping German values is provided.
