The Fourth Assessment Report of the Intergovernmental Panel on Climate Change and the influential Stern Report both reinforce the warming of the earth's climate system. The alarming environmental, social, and economic consequences of this trend call for immediate action from individuals, institutions, and governments. This article identifies parallels between the problem of adaptive management presented by climate change and an earlier 'global water crisis'. It explores how adaptive strategies have successively emphasized three different principles, based on science, economics, and politics/institutions. The article contends that the close association between climate change and water resources development enables a comparative analysis to be made between the strategies that have been adopted for the latter over the last 100 years. It argues that the experience of water resources development suggests a strong interdependence between the three principles and concludes that conceptualizing them as different dimensions of a single governance framework is necessary to meet the challenge of climate change adaptation.

This article is concerned with the way in which indigenous place-based knowledge and understandings, in a time of global climate change, have the potential to challenge researchers to self-reflexively shift the focus of their research toward those technological and consumer practices that are the cultural context of our research. After reviewing some literature on the emergence of self-reflexivity in research, the authors offer two case studies from their respective environmental education and anthropological research with northern indigenous cultures that clarifies the nature of a self-reflexive turn in place-based climate research and education. The global interconnections between northern warming and consumer culture-and its relation to everexpanding technological systems-are considered by following the critical insights of place-based knowledge. We conclude by examining the possibility that relocalizing our research, teaching, and ways of living in consumer culture are central to a sustainable future, and if so, the knowledge and understandings of current place-based peoples will be vital to envisioning such a cultural transformation of our globalizing system.
Envisioning strategies for sustainable development and its governance are knowledge-intensive processes. Against this background, conflicts about the correct form and actual validity of knowledge supporting sustainable development have arisen. What can be seen as evident-and what not? This article is based on the argument that there are differing modes creating evidence within “epistemic“ and “practice“ communities. Therefore, I propose to decipher knowledge production for sustainable development as processes of social experimentation in Dewey's sense. To do so, I introduce the concept of a “formative public“ for analyzing the cultural and institutional contexts of such processes. The argument is underlined by a focused description of the cases of chemical regulations and climate change politics. The findings support the argument that the politics of sustainable development has to elaborate guidelines and institutional structures for processing knowledge as a social experiment in order to resolve the conflicting ideas mirrored through differing accounts of the evidence.
Belowground Agency in the Making of Future Climates

Despite soil’s vital ecological importance, its significance as a belowground tridimensional living world remains under-theorized in social and cultural research. Drawing on the reading of scientific literature and a series of interviews with scientists working at the juncture of soil and climate research, this article pursues a picture that highlights soil’s capacities to shape future climates, including by fostering major planetary tipping points; we elaborate on the cultural and ethical significance of that picture for opening up alternative stories in which agency and change are not human-only prerogatives. We develop a critical stance on the growing expectations of storing more carbon into soils and argue for a better consideration of the situated, heterogeneous, and volatile dynamics of carbon within soils. We eventually call for more responsible ways of thinking about, and caring for, the myriad conglomerates of living, decaying, and dead matter that basically make up the stuff of soil.

Uncertainty complexity and dissent make climate change hard to tackle with normal scientific procedures. In a post-normal perspective the normal science task of "getting the facts right" is still regarded as necessary but no longer as fully feasible nor as sufficient to interface science and policy. It needs to be complemented with a task of exploring the relevance of deep uncertainty and ignorance that limit our ability to establish objective, reliable, and valid facts. This article explores the implications of this notion for the climate science policy interface. According to its political configuration the Intergovernmental Panel on Climate Change (IPCC) adopted a "speaking consensus to power" approach that sees uncertainty and dissent as a problematic lack of unequivocalness (multiple contradictory truths that need to be mediated into a consensus). This approach can be distinguished from two other interface strategies: the "speaking truth to power approach," seeing uncertainties as a temporary lack of perfection in the knowledge (truth with error bars) and the "working deliberatively within imperfections" approach, accepting uncertainty and scientific dissent as facts of life (irreducible ignorance) of which the policy relevance needs be explored explicitly. The article recommends more openness for dissent and explicit reflection on ignorance in IPCC process and reporting.

This article inquires into how contemporary populist radical right parties relate to environmental issues of countryside and climate protection, by analyzing relevant discourses of the British National Party (BNP) and the Danish People's Party (DPP). It does so by looking at party materials along three dimensions: the aesthetic, the symbolic, and the material. The article discusses to what extent the parties' political stances on environmental issues are conditioned by deeper structures of nationalist ideology and the understandings of nature embedded therein. It illustrates a fundamental difference between the way nationalist actors engage in, on the one hand, the protection of nature as national countryside and landscape, epitomizing the nation's beauty, harmony and purity over which the people are sovereign. On the other hand, they deny or cast doubt on environmental risks located at a transnational level, such as those that relate to climate. The article argues that this apparent inconsistency is rooted in the ideological tenets of nationalism as the transnational undermines the nationalist ideal of sovereignty.
Germany has reduced its emissions of greenhouse gases more than almost any other industrialized democracy and is exceeding its ambitious Kyoto commitment. Hence, it is commonly portrayed as a climate-policy success story, but the situation is actually much more complex. Generalizing Germany's per-capita emissions to all countries or its emissions reductions to all industrialized democracies would still very likely produce more than a two-degree rise in global temperature. Moreover, analyzing the German country-case into eleven subcases shows that it is a mixture of relative successes and failures. This analysis leads to three main conclusions. First, high relative performance and high environmental damage can coexist. Second, we should see national cases in a differentiated way and not only in terms of their aggregate performances. Third, researchers on climate policies should more often begin with outcomes, work backward to policies, and be prepared for some surprises. Ironically, the most effective government interventions may not be explicit climate policies, such as the economic transformation of eastern Germany. Moreover, the lack of policy-making in certain areas may undercut progress made elsewhere, including unregulated increases in car travel, road freight, and electricity consumption. Research on climate and environmental policies should focus on somewhat different areas of government intervention and ask different questions.

This special symposium grew out of a workshop held in Hamburg in 2011 (Krauss and von Storch 2012) and of a long-term interest in climate research as post-normal science. A decade earlier, Dennis Bray and Hans von Storch (1999) stated that the management of uncertainty and its extension into the political and social realm make climate science a case for post-normal science. Interpreting a survey among German and American climate scientists, they suggested that scientific policy advice is the result of both scientific knowledge and normative judgment.

Since the major Sahelian droughts and famines of the early 1970s and 1980s, international development and aid organizations have played a large role in the small village of Biidi 2, located in northern Burkina Faso. This article explores how a visit by a development 'expert' to the village can be analyzed as a social situation in which normal social control is suspended and negotiated. Focusing on gender relations, the analysis shows how the women of Biidi 2 involved in the event were relatively free to construct alternative definitions of their identity and social position vis-à-vis the men.

Home to 60 percent of the world's population, Asia accounts for 85 percent of those killed and affected globally by disaster events in 2011. Using an integrated sociological framework comprised of the pressure and release (PAR) model and the double-risk society hypothesis, and drawing on data obtained from the Emergency Events Database (EM-DAT), PreventionWeb, and the IPCC special report on extreme events, this article offers a sociological understanding of disaster development and recovery in Asia. The particular focus is on seven Asian countries, namely, China, India, Indonesia, Japan, Thailand, Taiwan, and Vietnam. Rather than treating disasters entirely as “natural” events caused by “violent forces of nature”, we emphasize various ways in which social systems create disaster vulnerability. We argue that existing disaster mitigation and adaptation strategies in Asia that focus almost entirely on the natural and technological aspects of hazards have serious limitations, as they ignore the root causes of disaster vulnerabilities, such as limited access to power and resources. This article therefore recommends a holistic approach to disaster management and mitigation that takes into consideration the various larger social, political, and economic conditions and contexts.
