The changes among Bedouin in the Negev since the establishment of the State of Israel have had far-reaching implications for Bedouin women and their families. Bedouin women are marginalized, excluded from public life and the labor market. This exacerbates the economic inequality between Arabs and Jews, institutionalized, inter alia, in the 'Arab enclave', which lacks industrialization and is allocated fewer resources. This is a qualitative study among 20 Bedouin women raising large families and living in poverty who participated in SAWA, a microfinance program established by the Koret Foundation in Israel. It examines the process undergone by these women who succeeded in creating employment for themselves and for family members, thus raising their status within the family. Their contribution to the family income also improved their relationship with their husbands and other members of their family.
Impoverished Bedouin Mothers Who Become Entrepreneurs

This is a programmatic paper, calling for the renewal and modernisation of the therapeutic approach to philosophy found in Epicureans, Stoics, and Skeptics; and, in particular, for an application of the therapeutic approach to the life of poverty. The general assumption behind a therapeutic approach to philosophy is that it is possible for someone to be exposed to philosophical work which leads her to an improved understanding of herself and her situation, and for her life to be improved by this understanding. After offering a sketch of how, given the current nature of academic philosophy, such work will be carried out and disseminated, I suggest three areas in which philosophical discourse could have a therapeutic affect on the poor.
Phoren Tourists and Slum Tours in Calcutta (India)
This article explores the violence and voyeurism in viewing poverty in urban slums. By uncovering the social, economic, gendered, and racialized politics within a small-scale travel industry, I show how the latter cater to certain personal, sexual, and religious curiosities among a breed of travelers visiting developing countries. I did my ethnography in the slums of Calcutta, where travel entrepreneurs organized a range of discreet tours of ghettoes for white foreigners (primarily from Australia or the United States). These popular expeditions offered “sightings,” such as half-naked women bathing at water tanks, ritualistic animal sacrifice, and neighborhoods for prostitutes. While reinforcing stereotypes of the primitive other (as opposed to the exotic other), these secret tours allowed travelers to indulge in a range of emotions, from real life voyeurism to “showing gratitude to God for being civilized.” By emphasizing the ambivalences and contradictions in viewing and representing the other, this article argues further that the immoral and critical gaze of a small group of foreign tourists can affect the nature of morality and commercialism among large sections of the urban poor in India.
Flawed 'participatory' and other poverty assessments from northern Orissa

The 'qualitative' pole of (Q-squared) combined methods has been defined in mainly residual ways as 'non-numerical' or 'noneconomics'. There is need, instead, for a critical social theorization of qualitative methods. Evidence from a development program for chronically poor, tribal, northern Orissa is used to examine the communicative action of 'participatory assessment' (PA). PA assumes that 'group' and 'visual' synergies can challenge the power relations that restrict communication and poor people's emancipation. The authors' ethnographies show that participants sequestered information from PA village seminars. Although well trained, the PA organizers increasingly ignored cultural context and substituted universalized techniques that produced only quantities of noncontextualized attitudes. The core PA routines therefore gave misleading results; they mistakenly replaced substantive accounts of communication in relation to lifeworlds with abstract seminar techniques. To obtain more reliable results, methods of 'embedded' economic anthropology were used instead to assess poverty.
Poverty and policy in the south of Laos
Anthropological understandings of development have often discussed development projects in terms of an extension of the state. Using the example of a participatory poverty reduction project in Laos, this article outlines how development schemes also have the potential to define areas of exception from state services. This project was understood by project officers as an example of a successful “participatory” project. Lao recipients, however, interpreted it in terms of the non-provision of state services, and thus as further evidence of governmental corruption and deceit. These residents—far from resisting the notion of development, or the extension of the state—emphasized largesse and provisioning as the hallmarks of a successful project and a legitimate state. Their forms of “everyday resistance” to the project focused on narratives demanding more incorporation with the state.
The Senior Citizen’s Grant in Uganda

Although development policy approaches in Uganda and elsewhere have changed over time, many of them share a failure to consider and respond to the potential for shaming, given the persistent presence of social norms and practices shaped by poverty. Research evidence of the lived experiences and practices of the providers and beneficiaries of the Senior Citizens’ Grant (SCG) antipoverty measure had spaces and a process of dignity building and shaming. The overriding policy implication that antipoverty policymakers need to be aware of is that antipoverty policies that create spaces for poverty shaming are counterproductive and less than optimally effective in achieving antipoverty objectives than policies that impart a sense of dignity in the participants. The latter kind of policies has a greater capacity to deliver on antipoverty objectives by recognizing the participants’ rights and promoting their human dignity, equitable participation, social inclusion, political voice, and individual or collective agency.
The Case of Greece

Chronic deficiencies of the Greek welfare state and the introduction of austerity measures as part of the international financial bailout agreements have created an explosive cocktail of poverty and social exclusion that severely tested the resilience of the frail social safety net and the demands of equity. The score on the indicators of social quality has worsened considerably as the Greek welfare system was overhauled. This article examines the four conditional factors of social quality from the viewpoint of socio-economic policies and everyday experiences in Greece during the crisis.
Economies of Mercy in The Merchant of Venice
While the mercantile value of mercy in The Merchant of Venice has been often highlighted, the diminished role of pity has received scant attention. This article argues that the ways in which mercy is shown to subsume and eventually incorporate pity throw light on the play’s negotiation of contentious religious and political approaches to the spectres of poverty and/or impoverishment that threaten the emerging mercantile economy. A re-reading of relevant scenes retraces the Catholic implications of the safety-net potential of pity which, unlike the Protestant worldly pity of The Sonnets, here seems bound for repression. In Portia’s final donation to the merchants of Venice even the lingering allusions to Catholicism are neutralized and put to the service of vested interests: a conflation of Christian and Jewish usury that cuts across all religious divides; such allusions are possibly reminiscent of the Monti di Pietà (Mounts of Piety) existent in Italy since 1462 to counter Jewish usury.
Origins and Transformations of Social Rights under UN Human Rights Law
The article explores how national social policy ideas and UN-sponsored international social rights interrelate, historically and recently. Based on UN documents of the 1940s and 1950s, the article argues that UN-sponsored social rights – the "global social" – originally did not primarily reflect welfare statism (as taken for granted today), but drew on competing ideas (liberal welfare statism, developmental thinking, socialism). Based on an analysis of the state reports under the Social Covenant from 1977 to 2011, the article also argues that the states' reading of the UN social rights became more homogeneous over time. Only from the 1990s did essentials of welfare statism spread globally. This recent reading of the "global social" focuses on poverty and basic rights, such as the right to food and housing, with instruments like social assistance and measures enabling access to health services, education and land. The article draws on a global database of UN documents created by the author.
Credit and Credibility
In recent decades, members of Israeli ultra-Orthodoxy have been exhibiting self-denial, stringency, and unwillingness to enter the workforce despite material hardships. Public discourse has long considered theirs an 'intentional poverty', yet the parsimoniousness attributed to them and its presumed intentionality are losing credibility. I use the concept of credit—in both its economic and its normative sense—to analyze social regulation among Israeli ultra-Orthodoxy. I look at the community's efficiency in redistributing its members' resources through interconversion of social and material goods. I go on to identify the limits that self-regulation comes up against under capitalist pressures and show how these pressures express themselves in ultra-Orthodox norms and practices. Finally, I relate credit and credibility to the larger issue of excess in the present day.
