The past generation has seen a switch to restrictive policies and language in the governance of migrants living in the Netherlands. Beginning in 2010, a new government with right-wing populist backing went further, declaring the centrality of proposed characteristic historic Dutch values. In this article, we investigate a key policy document to characterize and understand this policy change. Discourse analysis as an exploration of language choices, including use of ideas from rhetoric, helps us apply and test ideas from governmentality studies of migration and from discourse studies as social theorizing. We trace the chosen problem formulation; the delineation, naming, and predication of population categories; the understanding of citizenship, community, and integration; and the overall rhetoric, including chosen metaphors and nuancing of emphases, that links the elements into a meaning-rich world picture. A “neoliberal communitarian” conception of citizenship has emerged that could unfortunately subject many immigrants to marginalization and exclusion.

Re-viewing Images of Girls' Education

In this article we discuss the ways in which images of girls are understood to represent broader international development discourses related to girls' education. This piece was originally written for the United Nations Girls' Education Initiative (UNGEI), conceived with UNICEF out of their interest in determining whether images they produce accurately represent policies and processes they engage in on behalf of girls' education; that report was UNICEF's contribution to the UNGEI partnership. The premise that visual analysis contributes to the study of girlhood was reified in this study which revealed the many deep and sometimes conflicting meanings that diverse viewers place on images.
This article investigates the role of Islam in representations of the self and the other in the contemporary Albanian national discourse, on the basis of an analysis of history textbooks published in postcommunist Albania between 1990 and 2013, focusing specifically on texts used in pre-university education. Even after the dissolution of the Socialist Republic of Albania in 1991, Islam in Albania continued to be associated with concepts derived from the socialist era, including the primacy of the nation as well as Eurocentrism and secularism, which were seen as the pinnacle of modernity.
Ethnographic methods and `Hottentot' travel accounts
This paper has two broad objectives. In section I, I identify several ways that widely accepted criteria in anthropology for adequate ethnographic data collection, analysis and representation can be usefully applied to the study of text-based discourses on Europe’s Others. In particular, I suggest that the more consistent application of fieldwork- derived methodological standards and practice to travel literature could help analysts approach levels of validity and reliability now routinely demanded in ethnographic research. Their use might also lead to ethnographies of text that are more consistent with long-term anthropological research paradigms than works employing methods derived from other fields of inquiry.
The author provides a historical analysis of the use of gender metaphors in republican discourse, chiefly the representation of the republic as a father (patria) and as a mother (matria). Both metaphors are present throughout the history of Western political thought, from ancient Rome to the Modern Era. The text shows that their use has profound implications in the way citizenship is conceived and loyalty to the republic can be justified. Finally, the text also identifies a third republican metaphor, fraternity, which has been mostly neglected by republican thought, with few important exceptions. The author concludes by exploring the normative and theoretical possibilities opened up by substituting fraternity for the gendered metaphors.
The irony of youth discourse in Siberia

Russians often use slogans to triangulate themselves between state and society, and slogans about youth are no exception. This article conducts a cultural historical analysis of how the concept of 'youth' has been applied both to young people and to the idea of a nation in Siberia. The author argues that categories of youth in Russia, and in Siberia, are very different from their Euro-American cousins. Citing survey data, and material from historical and contemporary movements for self-determination, he argues that youth discourse is future-oriented, collectivist, and is often used in an ironic register in order to carry moral messages.
Carnal Mourning under the Specter of Senselessness

This article charts political and affective responses to and transformations engendered by what has been widely considered a defining moment in the recent history of Turkey, namely, the murder of the Armenian editor and journalist Hrant Dink on 19 January 2007. In this analysis, the question of time and temporality is approached from a threefold perspective: the availability of and engagement with temporal discourses that provide schemes for relating time, loss, and value; mourning as a form of laboring on and in time; and activism as a sphere of practice where responses to loss can be reworked with a view to possibly reformulating hopes and promises.
The Time of Epidemics
The introduction to this special section of the journal argues that while it is widely accepted today that infectious disease epidemics are the result of long-term and complex social, ecological, economic and political processes, outbreaks are, more often than not, experienced on the ground as unexpected eruptions. This introduction defends the position that the dialectics between the evental and processual aspects of epidemics are good to think with anthropologically, and points to the consequences of this for an analysis of epidemic temporality in the context of emergent infectious disease discourse and intensifying biopolitical surveillance aimed at averting the 'next pandemic'.
This article explains the failure of Pegida Austria as a social movement organization by testing three prominent theories of social movement theory: political opportunity structures, ideology, and resource mobilization. The failure of Pegida to play a role in Austrian politics is ascribed to the dominant role the Freedom Party (FPÖ) already plays in the Austrian parliament, the FPÖ’s issue dominance on anti-immigration and Islamophobia in public discourse, and the relative scarcity of individuals capable of mass mobilization outside the spectrum of political parties. The analysis is based on a crucial-case study that does a comparative content analysis of the FPÖ and Pegida platforms to assess the ideology argument. The political opportunity and human resource arguments are analyzed with process tracing. The findings reveal that all three theories jointly help to explain the failure of Pegida Austria.
