As France wrestles over the uses and societal impact of digital media and the Internet, it is instructive to recall another era of communications innovation, namely the introduction of interwar radio to the French public, and the government's reaction to controversial applications by the citizenry. Recent scholarship has underscored the importance of interwar radio broadcasting to France and its territories. Less explored, however, is the work of amateur user/developers who shaped the radio medium as an instrument of speaking, as well as listening. Determined to manage applications of radio, the French Interior Ministry formed a Police de l'Air to monitor France's airwaves, including the activities of amateur radio users (i.e., hams), whose lawful (and sometimes unlawful) use of point-to-point and broadcast communication had begun to significantly disrupt the government's effort to dictate the future forms and uses of radio. Against a backdrop of political crisis and attempts to manage print and electronic communication and dissent, the skirmishes between the Police de l'Air and amateur radio users reveal historical aspects of contemporary debates over use, access, and qualifications to speak and be heard in mediated cultural and political settings.
Amateur Radio and the Politics of Aural Surveillance in France, 1921-1940

One of Roy Wagner’s consistent positions is that meaning (or culture) does not simply exist as something out there in the world, but that it is elicited and created, something that people do and make. Anthropologists create culture as a more or less plausible account of what we think people are up to, and one of Wagner’s complaints is that the anthropologist’s success in this task often comes at the expense of recognizing the creativity of those we study. In our notions of culture-as-system we invent “rules” (conventions) and models of seamless wholes that leave precious little for people to do apart from being rule-abiding or occasionally deviant, when in fact they are improvising their way through life, making it up as they go along. Although this might sound a bit like Bourdieu’s practice theory, Wagner sees something else at work, a flow of innovation that leverages meaning out of the dialectic between the realm of the innate and the realm of human responsibility and action. Discontinuous but constantly impinging on one another, these realms provide the dynamic that moves culture along.
A Spark of Hope

On 19 February 2003, the armed police of the currently rightwing government of the Indian state of Kerala descended on over one thousand adivasi1 families— men, women and children—who had peacefully settled on the fringes of the Muthanga range of the Wayanad Wild Life Sanctuary, driving them out in a most brutal fashion and even killing one of those women who resisted. The state had failed to give any prior warning of the police action, nor was any attempt made toward a mediated negotiation. The police unleashed a reign of terror in the region; physical molestation of women was also reported, the latter having been substantiated by the National Women’s Commission. Those who fell into the hands of the police were brutally manhandled en route to the police station; in a bizarre innovation, the activists were forced to beat one another. The movement had been launched by the Adivasi Gothra Maha Sabha—the Grand Assembly of Indigenous People—led by a tribal woman, C. K. Janu. The demands of the Adivasi Gothra Maha Sabha for land, food, shelter, the enforcement of constitutional provisions, reparation for losses incurred by the intervention of foreign companies in their environment, etc., are paralleled in indigenous movements elsewhere, e.g., the Zapatistas in Mexico (see Collier 1994; Gledhill 1997; Hellman 2000; Weinberg 2000; Womack 1999). However, unlike other indigenous movements, the situation in Kerala has received little world attention.

The hydra-headed nature of climate change—affecting not just climate but all other domains of human life—requires not just technological fixes but cultural innovation. It is impossible to ignore a devoutly religious majority in Ghana, a nation where diverse religious communities' perspectives on climate change and their views on the way forward are crucial. This article aims to empirically explore how Christian, Islamic, and indigenous African religious leaders view the challenges of climate change and what countermeasures they propose. Interestingly, most our informants have indicated that the reasons for the current environmental crisis are, in equal degree, Ghana's past colonial experience and deviation from religious beliefs and practice, while the main obstacle to sustainable development is poverty. There was unanimity on the reclamation of religious values and principles that promote the idea of stewardship as a way forward toward a sustainable future. This, however, functions more as a faith claim and a religiously inspired normative postulate than a program of concrete action.

Les archives de Marcel Mauss, conservées à l’IMEC (Institut Mémoires de l’Edition Contemporaine), reflètent l’éclatement et le dépassement constant d’une pensée originale et curieuse touchant à la sociologie, à l’ethnographie ou encore à l’histoire des religions, mais aussi à la situation économique et politique et aux innovations sociales. On sait moins, en revanche, que ce fonds d’archives est double. Les archives de Marcel Mauss sont aussi celle de Henri Hubert. Un « jumeau de travail » que Mauss rencontra en 1896 à l’École pratique des hautes études et avec qui, par la suite, il produira une oeuvre théorique importante dont « l’Essai sur la nature et la fonction du sacrifice » ou « l’Esquisse d’une théorie générale de la magie ». Outre sa richesse documentaire, ce fonds d’archives invite aussi à explorer les processus de la créativité scientifique et, plus particulièrement, la difficile pratique de l’écriture à deux. C’est en tout cas ce que nous proposons de montrer à partir des notes, des correspondances et des manuscrits encore inédits conservés.
problematising citizenship in the social sciences curriculum

This article explores the critical pedagogical issues that emerge when attempting to develop active citizenship among undergraduates as an integral part of the student experience. It presents part of the findings from a C-SAP-funded project (Gifford et al. 2006) that we undertook with a partner higher education institution. This article explores our particular contribution carried out in a post-1992 London higher education institution. Our innovations in the social sciences undergraduate curriculum aimed at creating situations in which students would explore the diversity of citizenship in educational settings, namely, a local school, a further education college, and Summerhill School (founded by A.S. Neill). The research leads us to conclude that citizenship is a problem of praxis influenced and shaped by the local-global contexts of communities with diverse heritages of meaning, stratified social settings, and specific local and historical characteristics. This challenges the notions underpinning the Crick curriculum with its national orientation, and demonstrates the need to sensitise citizenship learning experiences to the needs of students and staff embedded in their social contexts. Such an approach can be understood as a form of situated citizenship characterised by active engagement with an assumption of heterogeneity which is positively sensitive to diversity.

Welcome to this special issue of Learning and Teaching: The International Journal of Higher Education in the Social Sciences. As guest editors, we are delighted to be able to share the experiences of the Ethnography of the University Initiative (EUI, www.eui.uiuc.edu), a multi-disciplinary course-based initiative that fosters student research on their own universities and is
housed at the University of Illinois at Urbana-Champaign (U of I). EUI is at once a pedagogical approach, a teaching community and a digital archive. EUI also works as a research agenda committed to student engagement with university practice and policy – and thus to institutional critique. In this editorial introduction, we provide an overview of EUI’s history, innovations, organisational structure and guiding values. We also introduce this issue’s authors – faculty members, an administrator and a former student – all of whom have taught with EUI and have documented here the ways in which taking the university as a research subject transformed their courses and teaching, and in some cases, their programmes and learning.
Health, Justice and the Persistence of the Sacred

The essay refers to a concern for social justice in the origins of public health, borne in part by religious commitments, and to more recent expressions of a similar concern in debates about health equity. Equity, moreover, is affected by discursive power relations (dominant/hegemonic versus local/suppressed), which are discussed in relation to current research in the African Religious Health Assets Programme on the interaction of particular 'healthworlds' (a conceptual innovation) that shape the choices and behaviour of health-seekers. Two background theoretical positions guide the argument: Amartya Sen's claim that development is linked to freedom (including religious freedom); and, building on Sen's and Martha Nussbaum's human capabilities theory, an asset-based community approach to the building or reconstruction of public health systems. On this basis, it is argued that health systems and health interventions are just to the extent that they mediate between the necessary leadership or polity from 'above' (techné) and the experience and wisdom (métis) of those who are 'below', taking into account the asymmetries of power that this equation represents. Because difference and diversity are so often expressed in what we might reasonably call 'religious' terms, I specifically emphasize the continuing persistence of religion and, hence, the importance of accounting for its pertinence in social theory generally, and in relation to discourses of health and justice in the African context specifically. Acknowledging the ambiguities of religion, I nevertheless argue that an appreciative alignment between public health systems and religious or faith-based initiatives in health promotion, prevention and care is crucial to sustainable and just health systems in Africa.

English abstract: At the RISC 2017 International Congress, we reflected on the possibility of achieving a “sustainable, integral and coherent development.” We primarily report here on the panel of Mexican experts who shared their experiences on issues such as the impact of the international agenda on the local policy priorities, the relevance of the participation of local stakeholders and the occurrence of inconsistencies throughout the process of design and implementation of development policies. In addition, other experiences were presented on these issues, some of which are included in this special issue. The general conclusion was that not only is it possible to articulate a sustainable, integral and coherent development but also that approaches and tools are already emerging that favor it through an evidence-based policy management and the use of the growing “environmental big data” that already exists.
Spanish abstract: En el Congreso internacional RISC 2017 se reflexionó sobre la posibilidad de lograr un “desarrollo sostenible, integral y coherente”. En este artículo nos referimos principalmente al panel de expertos mexicanos que compartieron sus experiencias con nosotros sobre asuntos como el impacto de la agenda internacional sobre la local, la relevancia de la participación de los actores locales y la ocurrencia de incoherencias a lo largo del proceso de diseño y aplicación de las políticas para el desarrollo. Además, se expusieron otras experiencias sobre estos asuntos, que han sido recogidas en este número especial. La conclusión general es que se estima que no sólo es posible articular un desarrollo sostenible, integral y coherente, sino que están emergiendo enfoques y herramientas que favorecen propiciarlo a través de la gestión basada en evidencia y el aprovechamiento del creciente “big data ambiental” que ya está existe.
French abstract: Lors du congrès international Consortium pour la Recherche comparative sur l’intégration régionale et la cohésion sociale (RISC) 2017, organisé en coopération avec le programme d’innovation pour l’intégrité dans la gestion de l’environnement pour le développement et soutenu par des données massives (big data) et un apprentissage automatisé (i-Gamma), nous avons réfléchi à la possibilité de parvenir à un “développement durable, intégral et cohérent”. L’événement a ouvert de multiples opportunités de discussions sur le sujet, mais cette introduction est basée sur le panel d’experts mexicains qui ont partagé leurs expériences avec nous sur des questions telles que l’impact de l’agenda international à l’échelle locale, la pertinence de la participation des acteurs locaux et le surgissement d’incohérences tout au long du processus de conception et de mise en oeuvre des politiques de développement. Nous ferons également référence à d’autres expériences présentées autour de ces questions, en mettant l’accent sur les contributions de ce numéro spécial. En conclusion générale, nous pensons qu’il n’est pas seulement possible d’articuler un développement de manière durable, intégrale et cohérente, mais que des approches et des outils sont déjà en train d’émerger et favorisent une gestion fondée sur des données probantes et l’utilisation des « données environnementales à grande échelle » déjà existantes.
