Economic and Industrial Cooperation Between France and Germany: Assessment and Future Prospects

Economy and industry have traditionally been major stakes within the Franco-German relationship. This article examines French and German economic and industrial relations, and their importance for these countries' joint leadership in Europe. It investigates the level of economic interdependence and of macroeconomic convergence between the two largest Eurozone economies, industrial cooperation between French and German companies, discrepancies in their trade relations and investment flows, divergences in their respective economic and industrial policies, and the dichotomy between partnership and rivalry in their long-standing relationship. Finally, this article assesses the risk of increasing fiscal and industrial imbalance between the two economies and draws conclusions on its implications for the Franco-German entente in Europe.

Metropolitan cooperation, theory and practice

English abstract: In North America, why and how municipalities in large metropolitan areas cooperate is a pressing question. Both in Canada and the United States, the literature has been greatly influenced by the public choice views that rational actors have very limited rational or economic incentives to cooperate unless the state steps in to rule cooperation. But beyond the ideological debate, these views are about issues of regional cooperation public choice (polycentrism); (3) metropolitan governance (new regionalism); and (4) rescaling and re-territorialization, which are tightly linked to value systems where: a) metropolitan government centers on monocentric efficiency; b) public choice on polycentric efficiency; c) metropolitan governance on equity and competitiveness; and d) rescaling and re-territorialization centers on global competitiveness. These discussions set the stage for this paper's main argument: in North America, the Greater Vancouver Regional District is an exemplary commitment to metropolitan cooperation.

Spanish abstract: En Norteamérica esta emergiendo una pregunta urgente: ¿por qué y cómo cooperan los municipios de las grandes áreas metropolitanas? En Canadá y Estados Unidos, la literatura ha sido fuertemente influenciada por la teoría del public choice, según la cuál los actores racionales tienen muy escasos incentivos racionales o económicos para cooperar, a menos que el estado intervenga y ordene la cooperación. Obviamente, más allá del debate ideológico, estas visiones abordan asuntos de cooperación regional desde varias perspectivas normativas: (1) el gobierno metropolitano (antiguo regionalismo); (2) public choice (policentrismo); (3) gobierno metropolitano (nuevo regionalismo); y (4) reorganización escalar y re-territorialización, transformaciones que se conectan estrechamente al sistema de valores donde: a) el gobierno metropolitano se centra en la eficiencia monocéntrica, b) la public choice sobre la eficiencia policéntrica, c) la gobernanza metropolitana en la equidad y la competitividad, y d) la reorganizacion escalar y reterritorialización se enfoca sobre competitividad global. Estas discusiones preparan el escenario para el principal argumento de este artículo: en Norteamérica, el Gran Distrito Regional de Vancouver es probablemente un compromiso ejemplar de cooperación metropolitana.

French abstract: En Amérique du Nord une question pressante se pose, à savoir pourquoi et comment les municipalités des grandes métropoles coopèrent. Tant au Canada qu'aux États-Unis la litérature a été fortement influencée par la théorie du choix public, selon laquelle les acteurs rationnels ne trouvent que très peu d'incitations rationnelles ou économiques qui les incitent à coopérer, à moins que l'État n'intervienne pour ordonner la coopération. Il est toutefois évident que, derrière le débat idéologique, ces débats abordent les questions de coopération régionale à partir de différentes perspectives normatives, (1) le gouvernement métropolitain (ancien régionalisme), (2) le choix public (polycentrisme), (3) la gouvernance métropolitaine (nouveau régionalisme), et (4) la réorganisation scalaire et la reterritorialisation, des transformations qu'elles relient étroitement à des systèmes de valeurs, où : a) le gouvernement métropolitain se centre sur l'efficacité monocentriste, b) le choix public sur l'efficacité polycentriste, c) la gouvernance métropolitaine sur l'équité et la compétitivité, et d) la réorganisation scalaire et la reterritorialisation se focalisent sur la compétitivité globale. Ces discussions forment la toile de fond du principal sujet de cet article : en Amérique du Nord, le Greater Vancouver Regional District constitue probablement un compromis exemplaire en matière de coopération métropolitaine.

Understanding perceptions of successful cooperation on water quality issues

A comparison across six western U.S. interstate watersheds

English abstract: Water in the western United States sustains multiple purposes despite being over-allocated, over-used, and o en quality-impaired. Interstate river watersheds, where rivers pass through jurisdictional boundaries of two or more states, face particular management challenges to facilitate cooperation across multiple state and local jurisdictional boundaries. This paper focuses on mechanisms of cooperation used to manage water quality across western interstate watersheds. A range of cooperative mechanisms were examined, from meetings to watershed management and creation of memoranda of understanding. To understand different stakeholders' perceptions of successful cooperation, forty-eight watershed professionals were surveyed across six study areas. Ordinal logistic regression analysis indicated that survey respondents perceived watershed organizations, watershed partnerships, and meetings as the most successful cooperative activities for addressing water quality issues. This paper discusses the relationships between mechanisms of cooperation and additional variables examined in the study, and offers insights into regional cooperation and social cohesion over shared environmental resources.

Spanish abstract: En el oeste de los Estados Unidos, el agua tiene varios usos a pesar de su sobreasignación, sobreuso/explotación, y el frecuente deterioro de su calidad. Las “cuencas interestatales“ de esta región, referidas a aquellos ríos que cruzan dos o más estados, enfrentan desafíos particulares para la cooperación a través de múltiples fronteras estatales y jurisdicciones locales. Este artículo se enfoca en los mecanismos de cooperación para manejar la calidad del agua en estas cuencas. Se examinan reuniones de trabajo, consejos/manejo de cuencas, y la creación de memorandums de entendimiento. Para comprender las percepciones de cooperación exitosa, se entrevistaron a 48 profesionales de cuencas hidrográficas a través de seis áreas de estudio. Los entrevistados perciben los organismos/asociaciones de cuencas hidrográficas y sus respectivas reuniones, como las actividades de cooperación más exitosas para abordar las cuestiones de calidad del agua. El artículo analiza las relaciones entre los mecanismos de cooperación y otras variables, y ofrece una visión sobre la cooperación regional y la cohesión social sobre los recursos ambientales compartidos.

French abstract: En dépit d'une eau souvent de mauvaise qualité et soumise à une surexploitation et une surutilisation, ce e ressource remplit de nombreuses missions dans l'Ouest des États Unis. Les bassins hydrographiques interétatiques (où les fleuves traversent les frontières juridictionnelles de deux États ou plus) rencontrent des problèmes de gestion particuliers, dont le dé fiest surtout de faciliter la coopération interétatique et les frontières juridictionnelles locales. Cet article met l'accent sur les mécanismes de coopération mis en place dans la gestion de la qualité de l'eau des bassins interétatiques de l'Ouest du pays. Un éventail de mécanismes de coopération a été examiné, allant de réunions à la gestion de bassins et la création de mémorandums d'entente. A fin de comprendre la perception d'une coopération réussie des différents acteurs, quarante-huit professionnels des bassins hydrographiques ont participé à une étude sur six cas. L'analyse de la régression logistique ordinale a révélé que les participants percevaient les organisations des bassins, les partenariats de bassins et les réunions comme les activités de coopération les plus réussies pour aborder les questions de qualité de l'eau. Cet article examine les liens entre les mécanismes de coopération et les variables additionnelles examinées dans ce e étude, et propose un aperçu de la coopération régionale et de la cohésion sociale concernant le partage de ressources environnementales.
