We review the ontological and pedagogical origins of International Development graduate education in the context of increasing pressures to 'professionalise' graduate curricula. We apply Giroux's concept of 'vocationalisation' to argue that professionalisation risks undermining the field's intellectual foundations in an elusive quest to equip students with functional rather than intellectual skills. Acknowledging ever-growing competition among graduates for gainful employment in this sector, we argue that instructors of International Development should recommit to the field's reflective tradition by creating spaces for transformative education and develop a repoliticised ethos that critically engages global capitalism.

Negotiating international development

The making of the Millennium Development Goals

English abstract: The Millennium Development Goals (MDGs) evolved in the competition between two perspectives on development: one that sees the reasons for poverty and misery in the specificities of the countries concerned (the localist view) and another that looks at the global context, including and especially the policies of “developed” high-income countries (the globalist view). The core of the MDGs emerged in the Organisation for Economic Co-operation and Development (OECD) and shifted the public focus from the globalist approaches of recent United Nations (UN) conferences to a localist approach. Subsequent UN discussions broadened the perspective again, leading to a more hybrid final form. In the process, goals on equitable trade and financial relations, on market access for products from the Least Developed Countries and on HIV/AIDS and malaria were added, while a goal on access to reproductive health was dropped. Meanwhile, inherent economic–environmental contradictions have remained unresolved.

Spanish abstract: Los Objetivos de Desarrollo del Milenio (ODM) evolucionaron a través de la competencia entre dos puntos de vista sobre el desarrollo: uno que ve las razones de la pobreza y la miseria en las especificidades de los países en cuestión (la visión localista) y otro que las ve en el contexto global, incluyendo especialmente las políticas de los países “desarrollados” de altos ingresos (la visión globalista). El núcleo de los ODM surgió en la Organización para la Cooperación y Desarrollo Económicos (OCDE) y cambió la perspectiva pública de enfoques globalistas de las conferencias recientes de Naciones Unidas por un enfoque localista. Discusiones posteriores de las Naciones Unidas ampliaron la perspectiva de nuevo, dando lugar a una forma final más híbrida. A lo largo de este proceso, se añadieron metas sobre el comercio justo y las relaciones financieras, el acceso a los mercados para los productos de los países menos adelantados, el VIH/SIDA y la malaria, mientras que se redujo el objetivo del acceso a la salud reproductiva. Mientras tanto, las contradicciones inherentes a temas económicos y ambientales han quedado sin resolver.

French abstract: Les Objectifs du Millénaire pour le développement (OMD) ont évolué entre deux points de vue concurrents sur le développement : celui qui voit les causes de la pauvreté et de la misère dans les spécificités des pays concernés — la vision localiste — et un autre qui prend en considération le contexte mondial, y compris surtout les politiques des pays «développés» -la vision mondialiste-. Le noyau des OMD a émergé au sein de l'OCDE et il a détourné l'attention publique des approches globalistes des conférences récentes des Nations Unies vers une approche localiste. Les discussions ultérieures des Nations Unies ont de nouveau élargi la perspective, conduisant finalement à une forme plus hybride. Au cours de ce processus, les objectifs en matière de commerce équitable et de relations financières, l'accès aux marchés pour les produits des pays les moins avancés et ceux qui concernent le VIH / sida et le paludisme ont été ajoutés, tandis que l'objectif de l'accès à la santé reproductive a été abandonné alors que les contradictions inhérentes à l'économie et à l'environnement sont restées en suspens

Re-viewing Images of Girls' Education

In this article we discuss the ways in which images of girls are understood to represent broader international development discourses related to girls' education. This piece was originally written for the United Nations Girls' Education Initiative (UNGEI), conceived with UNICEF out of their interest in determining whether images they produce accurately represent policies and processes they engage in on behalf of girls' education; that report was UNICEF's contribution to the UNGEI partnership. The premise that visual analysis contributes to the study of girlhood was reified in this study which revealed the many deep and sometimes conflicting meanings that diverse viewers place on images.

Climate Change, Gender Relations, and Situational Analysis

Since the major Sahelian droughts and famines of the early 1970s and 1980s, international development and aid organizations have played a large role in the small village of Biidi 2, located in northern Burkina Faso. This article explores how a visit by a development 'expert' to the village can be analyzed as a social situation in which normal social control is suspended and negotiated. Focusing on gender relations, the analysis shows how the women of Biidi 2 involved in the event were relatively free to construct alternative definitions of their identity and social position vis-à-vis the men.

A human rights-based approach

A gate to development of African women's land rights?

The global competition for African land is at a historical peak. Local effects of large-scale land acquisitions depend on multiple factors, but women's rights and livelihoods are generally very fragile due to historical and contemporary injustices. Good land governance is important for turning the land acquisitions into equal and equitable development opportunities. The human rights-based approach promotes good governance by adding strength and legal substance to the principles of participation and inclusion, openness and transparency, accountability and the rule of law, and equality and nondiscrimination. By empowering rights-holders and enhancing duty-bearers' capacity, international development cooperation can lead to wider and more gender-balanced inclusion of civil society in negotiations of large-scale land acquisitions and greater adherence of duty-bearers to the rule of law. This is especially important in African countries with large amounts of land and weak legal and institutional frameworks to protect rights, especially those of women.

Indigenousness and the Mobility of Knowledge

Promoting Canadian Governance Practices in the Russian North

This article illustrates ways in which a Canadian international development team attempted to legitimate the transfer of natural resource management and economic development models from the Canadian to the Russian North by positing the notion of fundamental similarities between Canadian and Russian northern indigenous peoples. Drawing upon interviews and my participation in the development project, I demonstrate ways in which Russian northern leaders responded to these supposed shared features and describe how the definition of indigenous was debated by Canadian and Russian project participants. Namely, indigenous project participants disagreed over whether indigenousness was rooted in descent or activity and what kind of economic future (mainstream market-oriented or rooted in subsistence practices) could sustain indigenous peoples. I conclude that indigenousness as a unity discourse may facilitate good international politics, but does not serve as an unproblematic mechanism for knowledge transfer and crosscultural communication on a level closer to home.
