Immigration into Politics: Immigrant-origin Candidates and Their Success in the 2013 Bundestag Election

This article is about immigrant-origin politicians running for a Bundestag mandate in the 2013 election. Patterns of candidacy, electoral success and failure of the respective candidates and parliamentarians are systematically analyzed. The main finding is that politicians of immigrant origin are serious contenders for seats in the Bundestag, and political parties seem to have quite some interest in their election. It is increasingly the second immigrant generation that is involved politically, and, as the career patterns indicate, it is likely that many of them are going to stay longer in politics. Consequently, a closer look at immigrant-origin candidates and parliamentarians is of merit for both the study of parliamentary representation and of the political integration of immigrants and their descendants.

On July 3, 2003, President Jacques Chirac set up an independent commission to study the implementation of the principle of laïcité [secularism] in the French Republic.1 In the previous weeks, the issue of violence in public schools had risen to a level of visibility so high in the media and the public eye that the French National Assembly had already created a special commission run by its president to study the issue of “religious symbols in schools.”2 The presidential commission had a wider scope—laïcité within French society as a whole—and a more varied membership: its nineteen members included school principals and teachers, academics, civil servants, business people and members of parliament, all with very diverse origins, religious beliefs and political opinions.

The Formation of the Monti Government and the Role of the President of the Republic

On Saturday 12 November 2011, after the approval of the budget and

the stability law, the prime minister, Silvio Berlusconi, who had led

the government for the longest period in the history of the Italian

Republic, formally resigned. Twenty-four hours later, the president of

the Republic, Giorgio Napolitano, invited Mario Monti, whom he had

made a Life Senator just four days earlier, to form the next government.

An academic and president of the Bocconi University in Milan,

Monti had been the European commissioner chosen by the Berlusconi

government in 1994 and reappointed by the Massimo D’Alema center-left

government in 1999. On 16 November, having accepted the president’s

nomination, Monti presented a list of ministers, none of whom

were members of Parliament, and they were all sworn in on that very

day. Thus, one of the shortest government crises ever was resolved in

less than three days.
