The short, albeit intense, history of spending review in Italy ranks it as a primary tool of fiscal consolidation on the expenditure side. This chapter highlights the plurality of meanings given to the term “spending review” (SR), which include, on the one hand, analyses and procedures linked to the search for efficiency in the production of public services and, on the other hand, the reprioritization of public action and expenditure programs in light of the new, stricter budget constraints. In the Italian public debate, the introduction of SR procedures is closely related to the wider frame of budgetary and public management reforms that have been under way for a long time, yet are not fully implemented. The chapter analyzes the link between SR (whatever meaning it may have in Italy) and the comprehensive fiscal discipline that is required in the new European framework.

Drawing upon ethnographic data, this article investigates the effects of a new online campus management system in one of the largest universities in Germany. It shows the various ways in which this technological innovation influenced students', teachers' and administrative personnel's relations and everyday working practices and how it is influential in the reorganisation of university structures. The online management system is regarded as an important part of an emerging infrastructure of excellence, which materialises the changing understanding of qualitative studies and teaching. Findings show that the online management supports standardised and economised study, teaching and administrative practices and silences creativity and flexibility. However, these standardisations are negotiated and questioned by the actors involved.
Policy innovation is necessary for many environmental issues such as climate change and water management. Highly motivated individuals, who are both willing and able to take the lead and press home innovative proposals and as such transform existing policy, are vital in this process. This article focuses on such individuals. An exploration of the literature is confronted with the findings of an empirical study among local policy makers with a reputation for daring. The result is a conceptual map that can be used to further explore and understand the role of leadership and particularly daring decision making in environmental policy innovation.

In 2003 the Danish government reformed universities to 'set them free' from the state. Yet ministers are actively trying to shape universities and even set research agendas. How does the government's notion of 'freedom' reconcile independence with control? We identify three discourses of freedom: freedom to use academic judgement over what to research, teach, publish and say publicly; a free trade discourse where universities are free to pursue profit; and a modernising state discourse where government steers universities to contribute to the knowledge economy. Danish universities were reformed as part of the modernisation of the welfare state. We explore the assemblage of administrative and funding mechanisms through which the government now steers independent organisations: a chain of contracts for outsourced services, newly appointed managers, output payments and accrual accounting. While responsibility for achieving government policy is passed downwards through the independent organisation, formal lines of accountability run back up to the government. University leaders and academics are set free to manoeuvre within the system, but their economic survival is firmly dependent on responsiveness to centralised steering mechanisms
Delivering the Goods but Destroying Public Trust?
This paper discusses the impact of an important trend in service delivery in response to the substantial pressures that now face European welfare states: the New Public Management, combining centrally imposed targets and the promotion of market systems within state services. It traces the logic underlying the reform back to the rational self-regarding actor theories of human behaviour of the Enlightenment. Using the example of the UK NHS, recently reformed in a way that follows the rational actor paradigm, it considers the impact on long-term public trust.

This article looks closely at the “crisis of representative democracy,” noting that this crisis is evident across the main variables of interest to political scientists (voting, party membership, trust in politicians, and interest in mainstream politics). The argument here is that the crisis is located not only in short term or contingent factors such as financial crisis, the decadence of the current generation of politicians or the emergence of New Public Management—which often appear as the villains of the piece. It is also located in long term and structural factors linked to the types of social and political interaction associated with “first modernity.” With the displacement of this temporality under post-Fordist, reflexive or “second” modernity, we are witnessing a different set of dynamics shape the terrain of politics. Globalization, individualization, and the proliferation of communicative platforms is taking us away from “vertical” interactions in which representative politics is typical, toward more distributed, flatter, or “horizontal” modes of sociality, working, and organizing—leaving us in a “post-representative” political moment.

Research and higher education are, to a greater extent, being governed and evaluated by other than fellow scholars. These changes are discussed in relation to Gilles Deleuze's notion of a transition from 'societies of discipline' to what he called 'societies of control'. This involves a shift from pyramidshaped organisations, built upon authority, to a set of lateral controls and hybrid power structures. This theory and its logic are compared with other theories that have been used to explain such changes in higher education: New Public Management, new modes of knowledge production, academic capitalism, trust and the role of higher education in social reproduction. The development of lateral controls is analysed in relation to the de-coupling of the state as the guarantor of academic quality, the changing status of the academic disciplines and scientific employees, managerialism, the new modularised study programmes and the changing position of external stakeholders. The article, drawing on empirical studies from higher education in Norway, suggests possible affects of the change to 'societies of control' on research, teaching and learning in higher education.

As an early pioneer of market-led institutional reforms and New Public Management policies, New Zealand arguably has one of the most 'neoliberalised' tertiary education sectors in the world. This article reports on a recent academic dispute concerning the attempt by management to introduce a new category of casualised academic employee within one of the country's largest research universities. It is based on a fieldwork study, including document analysis, interviews and the participation of both authors in union and activist activities arising from the dispute. Whilst some academics may collude in the new regimes of governance that these reforms have created, we suggest that 'collusion' and 'resistance' are inadequate terms for explaining how academic behaviour and subjectivities are being reshaped in the modern neoliberal university. We argue for a more theoretically nuanced and situational account that acknowledges the wider legal and systemic constraints that these reforms have created. To do this, we problematise the concept of collusion and reframe it according to three different categories: 'conscious complicity', 'unwitting complicity' and 'coercive complicity'. We ask, what happens when one must 'collude' in order to resist, or when certain forms of opposition are rendered impossible by the terms of one's employment contract? We conclude by reflecting on ways in which academics understand and engage with the policies of university managers in contexts where changes to the framework governing employment relations have rendered conventional forms of resistance increasingly problematic, if not illegal.
