With the “colonial turn” in French studies now on the wane, this article attempts to assess its contributions. It suggests that one of the main thrusts of the “colonial turn” has been the reconsideration of the “Republic” as a framework for understanding modern French history: the colonies being the place where the Republic “contradicted itself” or, on the contrary, where its deepest tensions revealed themselves. While this perspective has been essential in underlining the importance of race in modern French history, it can be regarded as no more than an attempt to write a history of “France” enriched by the imperial perspective: indigenous worlds appear only secondarily in these analysis of the “imperial Republic.” This shortcoming echoes other criticisms that can be addressed to the “colonial turn” in French studies: the ahistorical use of the category of the “colonial” in the singular and the lack of satisfactory analysis of the “postcolonial.”

Through the end of the Third Republic, only tiny numbers of West African students managed to study at France’s universities. Barriers to higher education began to fall after World War II, especially after African populations collectively gained citizenship. Higher education became a high-stakes policy area, as French officials and West African students and politicians vied to influence the parameters and possibilities of the postwar order. Amid escalating concerns about West African student migrations to the metropole, French officials eventually opened an Institute of Higher Studies in Dakar. However, this inchoate institution ended up highlighting the fundamental ambiguities of overseas citizenship. As West African students turned increasingly to anti-colonial activism, French authorities finally committed to establishing a full university in Dakar. Paradoxically, the construction and consolidation of this French university took place during the period of active decolonization.

Language contact between Russian and non-Russian-speaking populations in the Russian Federation has typically produced subtractive bilingualism with successive generations of ethnolingual minorities shifting to Russian. Tuvan, an Altai-Sayan Turkic language spoken in the Republic of Tyva in southern Siberia, displayed a high level of intergenerational transmission during the Soviet period. This interdisciplinary study examines the evolution of the Tuvan literary language and the key institutions supporting Tuvan language literacy. The article places the development of Tuvan language literacy in a historical perspective, viewing it as part of the overall evolution of Tuvan-Russian language contact. The article also reviews local policies enacted to revitalize Tuvan literacy since the end of the Soviet period.
