In the literature, immigrant entrepreneurs are described as the élite of the best “integrated” immigrants. Histories of migrant communities all insist on the role of the entrepreneurs as the center of the community and the symbol of social success. In this paper, I will discuss the diverse social meaning attached to being an entrepreneur for an immigrant in Paris during the interwar period. In order to describe the social position of immigrant entrepreneurs, I worked on professional careers, based on the study of more than two hundred applications for French nationality from foreign entrepreneurs during the first half of the twentieth century. It's hard to conclude that there is a one-way social mobility of entrepreneurs, either ascendant or descendent. While some went from the working class to owning a shop, eventually able to spend and save money, others became entrepreneurs as a necessity rather than choice.

Focusing on Singapore's 'Global Schoolhouse' project, this article discusses how efforts to transform Singapore into a 'world class' knowledge economy entail changes to the status of citizenship in Singapore. The project of wooing top foreign universities to Singapore is permeated with an entrepreneurial ideal of Singapore as the 'Boston of the East'. Since Singaporeans tend to be viewed by the Singapore government as particularly risk averse compared to Westerners and other Asians, the government has increasingly relied on 'foreign talent' to provide entrepreneurial dynamism to Singapore. The expansion of high-quality university education in Singapore serves as a vehicle of this 'foreign talent' policy as much as it accommodates the needs of local students for higher education. The ensuing questions about citizenship in Singapore's knowledge economy are finally discussed in terms of a differentiated 'entrepreneurial citizenship'.

The growth of ‘third mission’ activities aimed at commercialising universities and creating more entrepreneurial academics is a global phenomenon yet has received scant attention from anthropologists. This paper reports on an ethnographic study that examines the rise of university commercialisation in New Zealand, a country that pioneered many of the reforms associated with neoliberalism. Exploring different sites and spaces of university commercialisation we ask: what impact is commercialisation having on the meaning and mission of the university? Who are the new academic entrepreneurs of the neoliberal university? What does ‘entrepreneurship’ mean in a public university context? Finally, we analyse the challenges and contradictions this is creating for the public university.
The Case of Israela
In recent decades, the role that national supreme courts have played in shaping and determining institutional change has been studied from a number of angles. However, this vast literature has not produced a dynamic model that is capable of illuminating the impact of supreme courts on national policy or institutional change. This article proposes such a dynamic model using perspectives based on the 'shared mental model' and the concept of 'political entrepreneurship'. Adapting hypotheses from the neo-institutionalism literature, it develops a procedural model for analyzing how political rules are changed formally in a democratic system. The analysis also explores the political entrepreneur role that supreme courts play in developing institutional change and addressing social problems. This model is then used to study the Supreme Court in Israel.
English abstract: European immigration policy making has often been characterized either as a largely spill-over driven process or as “venue shopping,” a way to escape from the confines of national capitals. This article suggests that success in policy creation hinges crucially on the presence of a policy entrepreneur; while the European Commission faced propitious conditions for acting in this fashion, it did not always manage to do so. Drawing on the creation of key directives on asylum and labor migration as empirical case studies, the argument is developed that only when the European Commission exhibits the core characteristics of successful policy entrepreneurs does it succeed in shaping migration directives.
Spanish abstract: La formulación de la política migratoria europea a menudo se ha caracterizado ya sea como un gran proceso conducido por el desborde (“spillover”), o como un lugar de escape (“venue shopping”) de los confines de capitales nacionales. Este artículo sugiere que el éxito en la creación de políticas se basa esencialmente en la presencia de un emprendedor político, y mientras que la Comisión Europea enfrenta condiciones propicias para actuar de esa manera, no siempre logra hacerlo. Sobre la base de la creación de directivas centrales sobre asilo y migración laboral como casos empíricos de estudio, el argumento se desarrolla cuando la Comisión Europea presenta las características esenciales de un emprendedor político y logra éxitos en la conformación de las directivas de migración.
French abstract: L'élaboration de la politique migratoire européenne a souvent été caractérisée comme un processus piloté par spillover ou encore comme « venue shopping » d'évasion aux confins des capitales nationales. Cet article suggère que le succès de l'élaboration d'une politique dépend crucialement de la présence d'un entrepreneur politique ; et que, bien que la Commission européenne ait eu des conditions favorables pour agir dans ce sens, elle ne l'a pas toujours fait. S'appuyant sur la création des directives clés en matière d'asile et de la circulation de la main-d'œuvre comme sur des études de cas empiriques, l'argument ici développé montre que ce n'est que lorsque la Commission européenne aura réuni avec succès les qualités de base relatives à l'entrepreneuriat politique qu'elle parviendra à modeler les directives européennes sur la migration.
This article explores the implications of a neo-liberal transition to political activism among immigrants with small businesses. It focuses specifically on Chinese migrants in Paris who generally pursue livelihoods based on petty capitalism and who eschewed the mobilizations in France in the fall of 2005 and spring of 2006. Drawing on Bourdieu's idea of habitus, the political and economic forces that influence the possibilities for contentiousness and compliance among different classes of French citizens are examined as they confront changes in citizenship regimes that accompany the transition to neo-liberalism. It is suggested that the ideologies of entrepreneurship and its practices are fostered by neo-liberal regimes as a means of integrating and creating model citizens, who accept rather than challenge the prevailing political order.
Today there is a fascination with a new category of elites: the globalized management businessman. The notion of “elite” refers here to a group of people believed to be more competent in a particular field than others; Jack Welsh (GEC), Bill Gates (Microsoft) are among the best-known examples. The members of this social group have their own perception of reality and they also have a distinct class identity, recognizing themselves as separate and superior to the rest of society. Newcomers are socialized and co-opted by the group on the basis of internal criteria established by the existing group members. Therefore group members are more or less interchangeable and may move from one institution—in this case a corporation—to another within the group. Whether defined as heterogeneous or homogeneous, this group utilizes cultural mythologies that serve to legitimize their status and power: these are the focus of this article.
