English abstract: This article assesses the implementation and performance of Local Agenda 21 (LA21) in Mexico over a decade (2004–2013). Official records of municipal evaluations from all 31 Mexican states were analyzed, comprising 39 indicators of four dimensions of sustainable development: institutional, economic, social and environmental. A positive evolution of the implementation of LA21 was observed, with the economic and social dimensions presenting the best and worst performances, respectively. In general, the local governments of northern Mexico performed better than their southern counterparts. The voluntary nature of LA21 implementation is highlighted, yet necessitating a strengthening of municipal capacities in long-term planning, inter-administration continuity, efficacy evaluation, and integration of all sectors into a more coherent municipal agenda.

Spanish abstract: Este estudio analiza la implementación y desempeño de la Agenda Local 21 (AL21) en México en un periodo de una década (2004–2013). Se analizaron registros oficiales de evaluaciones municipales de los 31 estados de la república, que comprenden 39 indicadores de cuatro dimensiones del desarrollo sustentable: institucional, económico, social y ambiental. Se observó una evolución positiva en la implementación de la AL21, con las dimensiones económica y social mostrando el mejor y peor desempeños, respectivamente. En general, los gobiernos locales del norte de México tuvieron mejores desempeños que sus contrapartes del sur. Se destaca la naturaleza voluntaria de la implementación de la AL21, que todavía necesita un fortalecimiento de las capacidades municipales en la planificación de largo plazo, en la continuidad inter-administrativa, la evaluación de eficacia y la integración de todos los sectores en una agenda municipal más coherente.

French abstract: Cette étude analyse la mise en oeuvre et les performances de l’Agenda 21 local (AL21) au Mexique sur une période de dix ans (2004-2013). Les archives officielles des évaluations municipales des trente-et-un états de la République ont été analysées. Elles comprennent trente-neuf indicateurs de quatre dimensions du développement durable: institutionnel, économique, social et environnemental. Une évolution positive a été observée dans la mise en oeuvre du LA21, les dimensions économique et sociale affichant respectivement les meilleures et les plus basses performances. En général, les administrations locales du nord du Mexique ont obtenu de meilleurs résultats que leurs homologues du sud. On souligne la nature volontaire de la mise en oeuvre de la LA21, qui nécessite toutefois encore un renforcement des capacités municipales dans la planification à long terme, dans la continuité inter-administrative, l’évaluation de l’efficacité et l’intégration de tous les secteurs dans un agenda municipal plus cohérent.

This chapter investigates the reforms of some important and distinctive sectors of the Italian financial system: the banche popolari and the fondazioni bancarie. These reforms are particularly relevant in the list of events that have marked the year 2015 because they are inextricably intertwined with revisions in the EU supervisory and regulatory architecture and because they are an integral part of the broader government plan to revive economic growth after the fiscal crisis. In particular, the chapter analyzes the long- and short-term factors that set the stage for the reforms to take place. These include transformations in the large cooperative banks and the inaction of key parts of the domestic financial sector with regard to legislative and structural changes; competitive pressures deriving from the buildup of European financial integration; and the backing of domestic and international regulators such as the Bank of Italy, the IMF, and the EU Commission, among others.

Evaluating the Quality and Legitimacy of Global Governance

A Theoretical and Analytical Approach

Global governance, central to international rule-making, is rapidly evolving; thus, there is a need for a way to evaluate whether institutions have the capacity to address the problems of the contemporary era. Current methods of evaluating the democratic quality of contemporary governance are closely linked to legitimacy, about which there are competing definitional theories. This article uses a theoretical approach based around “new“ governance and the environmental policy arena to argue that contemporary governance is best understood as social-political interaction built on “participation as structure“ and “deliberation as process“, with the level of interaction ultimately determining legitimacy. It presents a new arrangement of the accepted attributes of “good“ governance using a set of principles, criteria and indicators, and relates these to the structures and processes of governance. The implications and application of the analytical framework are also discussed.

This article presents a long-term study of German waste management policies and technologies as they developed during the second half of the twentieth century. The postwar "waste avalanche" called for quick and crude political decisions. Unexpected environmental side effects prompted new governance and leads through six different stages of policies based on scientific models and advanced technologies—all of them controversial. The case exemplifies a typical condition of a knowledge society. Politics demands a reliable knowledge base for rational decision making. Science, however, supplies open-ended research and increases uncertainties. Turning the dilemma into an operational perspective, I suggest speaking of processes of real-world experimentation with waste. The transformation of waste from something to be ignored and disregarded into an epistemic object of concern is bound to experimenting with existing and newly designed waste sites as well as with socio-technical management systems. The study focuses on the development in Germany. Its general features, however, are characteristic for comparable industrial societies.

High-rise social failures

Regulating technologies, authority, and aesthetics in the resettlement of Taipei military villages

This article focuses on the “social failure” of the relocation of the residents from informal historical settlements—military dependents’ villages (juancun)—to high-rise blocks in Taiwan. How does the relocation impact the community and restructure social relationships? I argue social failure is the product of new regulative regimes deriving from the new governance of the high-rise, rather than of the built form of the complexes in itself. New home technologies such as intercoms, elevators, and electronic keys contribute to arguments over safety and convenience, while new regulations, implemented by new forms of authority, including condominium meetings and building administrators, foster the disappearance of household informal economies. Finally, the high-rise dictates new aesthetic norms, which prevent established practices and routines, while promoting what I call aesthetic of assimilation.
