Future Voyages for Moving Deep and Wide within the ''New Mobilities Paradigm''

The seas and oceans, ships and boats, alongside other maritime activities and practices, have become a focus of work within the “new mobilities paradigm.” However, water worlds much like the space they occupy in the relation to the land remain situated in the margins of such work, despite an oceanic (re)turn in disciplines such as human geography, sociology, anthropology, and politics. Drawing from this recognition, this article seeks to make two contributions. First, following earlier, agenda-setting work, it makes a renewed call for mobilities scholarship to centralize work on oceans, ships, and other forms seagoing travel and life. Second, in doing so, it suggests such work needs to voyage more deeply and widely in the future, exploring mobilities beyond surficial connections and flows across our oceans, and making more expansive the subjects and objects and scales of investigation, under the remit of the “new mobilities paradigm.”

Remaking Oceans Governance

Critical Perspectives on Marine Spatial Planning

Marine spatial planning (MSP) seeks to integrate traditionally disconnected oceans activities, management arrangements, and practices through a rational and comprehensive governance system. This article explores the emerging critical literature on MSP, focusing on key elements of MSP engaged by scholars: (1) planning discourse and narrative; (2) ocean economies and equity; (3) online ocean data and new digital ontologies; and (4) new and broad networks of ocean actors. The implications of these elements are then illustrated through a discussion of MSP in the United States. Critical scholars are beginning to go beyond applied or operational critiques of MSP projects to engage the underlying assumptions, practices, and relationships involved in planning. Interrogating MSP with interdisciplinary ideas drawn from critical social science disciplines, such as emerging applications of relational theory at sea, can provide insights into how MSP and other megaprojects both close and open new opportunities for social and environmental well-being.

Technological Mediation, Oceanic Imaginaries, and Future Depths

Remote technologies and digitally mediated representations now serve as a central mode of interaction with hard-to-reach sea spaces and places. This article reviews the literature on varied scholarly engagements with the sea and on the oceanic application of technologies—among them geographic information systems, remotely operated vehicles, and autonomous underwater vehicles—that allow people to envision and engage with deep and distant oceanic spaces. I focus on the extension of a digital and disembodied human presence in the oceans and the persistence of frontier fictions, in which the sea figures as a site of future-oriented possibilities. Finally, I ask what the emphasis on “seeing” through technological mediation means for how we imagine vast spaces, and consider how these elements of the oceanic imaginary can be productively complicated by drawing attention to the materiality of the oceans and the scalar politics of dynamic spaces.

In this article, I reconsider the early work of artist Rebecca Horn as situated at the threshold of complex new theoretical, political, and artistic movements. Horn’s performance pieces of the late 1960s and early 1970s formally echo this social upheaval, vibrating with tension between intimacy and isolation, pleasure and pain, human and machine. Horn’s prosthetic sculptures gesture toward a continuity between body and world reminiscent of the Radical Freudian concept of Eros, echoed in the body art and sexual liberation movements of the 1960s, in which the body becomes a fluid expression of polymorphous, nonbinary desire. The sinister backdrop of postwar Germany, however, haunts the artist’s work to the extent that silence becomes a motif of its own. Through her work, I ask the question: can the oceanic vision of a genderless Eros be realized, while the wounds of atrocity and of patriarchy are still inscribed on the body, or must polymorphous fluidity remain a fantasy, a utopia deferred?

The downturn of the global economy requires universities worldwide to do more with fewer resources. These conditions have presented an opportunity for two universities, the University of the Western Cape and the University of Missouri-St. Louis, to collaborate on a research course offered to postgraduate students. The purpose of this article is to outline the overall administration, management and structure of an innovative research programme between two countries. The aim is also to share the experiences and challenges of this research partnership, to explain how the parties involved navigated policies, to demonstrate what expertise the two educational institutions gained from the collaboration and to recount the benefits received by students and faculty from working internationally.
