Tracing the Making of Public Art as Part of Regeneration Practice
A pragmatist study of art in regeneration, this article contributes a nuanced understanding of how art works as an ingredient of regeneration practice. To ameliorate post-industrial decline, commissioning art has become part of the work of the planner. In planning studies art is usually accounted for as completed artworks in relation to socio-economic agendas. But what of the effects produced in their making? Inspired by Actor-Network Theory, by tracing associations between human and non-human actors I reveal art as part of the translation process of regeneration. Drawing on a one-year ethnography of a regeneration office in North East England, I describe how art mediates collaboration with and in planning practice as a catalyst for professionals to re-consider their professional remit anew.
The Example of the Former Bicycle Factory ROG in Ljubljana, Slovenia
This article analyses the phenomenon of urban regeneration and development in the context of globalisation and processes of Europeanisation with a focus on culture and creativity. It asks how the process of negotiating EU-rope is being reflected in places situated at the 'edge' of the European Union and which actors are involved in these processes of negotiating EU-rope, its culture, values and urban regeneration. The author presents an empirical example from Ljubljana, Slovenia. The focus lies on negotiating the usage and development of an abandoned industrial site. Here, different ideas of negotiating and developing the city in the context of globalisation and Europeanisation come to the fore: top-down approaches that follow the image of a creative city as well as bottom-up initiatives that develop anti-global and anti-capitalistic criticism with the help of social-spatial and cultural practices.

Symbolic Economies and Critical Practices
Art has become a ubiquitous if at times convenient solution to problems of urban regeneration and social division. Generally, it takes the form of commissioned works or projects in development schemes, supported by state bureaucracies and funding agencies, which view the arts as expedient in relation to problems produced by other areas of policy, from unemployment to social exclusion. Currently, a shift can be detected in arts policy toward a restatement of the aesthetic approach characteristic of the post-war years, in which art does best what art alone does. At the same time, there has been a growth of new, mainly collaborative art practices, constituting a dissidence reliant on art's structures of support while seeking to subvert their intentions. The article outlines the perceived role of art in urban economic development, suggests that a shift in policy is taking place, and describes the new cultural dissidence through specific cases.

Toward an Alternative Account of Museums in Cultural and Urban Development
Over the last twenty-five years or so there has been a ‘cultural turn’ in urban development strategies. An analysis of the academic literature over this period reveals that the role of new museums in such developments has oft en been viewed reductively as brands of cultural distinction with economic pump priming objectives. Over the same twenty-five year period there has also been what is termed here a ‘libertarian turn’ in museum studies and museology. Counterposing discussions of the museum’s role within urban development with discussions from within the museum studies literature on the ‘post-museum’ reveals the dichotomous nature of these approaches to the museum. This article proposes instead a consideration of the phenomenotechnics of new museum developments. This approach presents a way of taking account of both technical and symbolic conditions and characteristics and in doing so, it is hoped, provides a way of analyzing the ‘realpolitik’ of the role of museums in urban development.
Tantric Principles in Tamil Tiger Instrumentalities
This study highlights the Tantric threads within the transcendental religions of Asia that reveal the commanding role of encirclement as a mystical force. The cyanide capsule (kuppi) around the neck of every Tamil Tiger fighter was not only a tool of instrumental rationality as a binding force, but also a modality similar to a thāli (marriage bond necklace) and to participation in a velvi (religious animal sacrifice). It was thus embedded within Tamil cultural practice. Alongside the LTTE's politics of homage to its māvīrar (dead heroes), the kuppi sits beside numerous incidents in LTTE acts of mobilization or military actions where key functionaries approached deities in thanks or in preparation for the kill. These practices highlight the inventive potential of liminal moments/spaces. We see this as modernized 'war magic'—a hybrid re-enchantment energizing a specific religious worldview.

In Test-Tube Women: What Future for Motherhood?, Rita Arditti, Renate Duelli Klein and Shelley Minden ask a pertinent question: '[e]ach time a new technological development is hailed the same question arises: is this liberation or oppression in a new guise?' Both Haraway and Rees-Jones explore the rise of new technologies in relation to gender and maternity and gauge the emancipatory or oppressive possibilities.
