Convivencia and Securitization

Ordering and Managing Migration in Ceuta (Spain)

Ceuta is a Spanish city in Northern Morocco. It is thus situated at a European Union border on the African continent. In this context, I contend that migration is generally considered a potential threat to the pacified local order of things by the Christian majority. In order to protect this order of things referred to as convivencia, Christian Ceutíes tend to prefer depoliticizing strategies to manage migration. Nonetheless, migration sometimes becomes highly politicized and is framed as a security issue. This essay thus suggests that the concept of securitization is relevant to grasp the problematization of migration in times of crisis in Ceuta and analyzes three occurrences of local processes of securitization.

Unintended Securitization

Military, Medical, and Political-Security Discourses in the Humanitarian Treatment of Syrian Casualties in Israel

In this article, we examine statements by state officials and individuals from the military and the medical establishment regarding the provision of medical aid by Israel to casualties from the Syrian Civil War. We argue discussions of this project have been characterized by three different discourses, each dominant at different times, which we classify as military, medical, and political-security. We propose “unintended securitization” to describe how the project moved from the military into the medical-civilian and then into the political sphere, and came to be seen as advancing the security interests of the Israeli state. We argue the relationship between humanitarianism and securitization seen here challenges the view that humanitarian apparatuses are often subordinated to military rationales by showing how securitization here emerged from the demilitarization of what was initially a military project.

Securitization, alterity, and the state

Human (in)security on an Amazonian frontier

English abstract: Focusing on the region surrounding the Maroni River, which forms the border between Suriname and French Guiana, we examine how relations between different state and non-state social groups are articulated in terms of security. The region is characterised by multiple “borders” and frontiers of various kinds, the state boundary having the features of an interface or contact zone. Several key collectivities meet in this border zone: native Amazonians, tribal Maroon peoples, migrant Brazilian gold prospectors, and metropolitan French state functionaries. We explore the relationships between these different sets of actors and describe how their mutual encounters center on discourses of human and state security, thus challenging the commonly held view of the region as a stateless zone and showing that the “human security” of citizens from the perspective of the state may compete with locally salient ideas or ex- periences of well-being.

Spanish abstract: El artículo examina cómo se articulan las relaciones en términos de seguridad entre grupos estatales y no estatales en la región que rodea el Río Maroni (frontera entre la Guyana francesa y Surinam). La región se caracteriza por múltiples “límites” y tipos de fronteras, teniendo así la frontera Estatal características de una zona de contacto o de una interfaz. Importantes comunidades se encuentran en esta zona de frontera: Nativos del Amazonas, comunidades tribales del Maroni, buscadores de oro brasileños y funcionarios estatales franceses. Los autores exploran las relaciones entre estas diferentes redes de actores, y describen la manera en que sus mutuos encuentros se centran en discursos de seguridad humana y del Estado, desafiando así, el tradicional enfoque que sostiene la región como una zona sin Estado y mostrando que la “seguridad humana” desde la perspectiva del Estado puede competir con importantes ideas locales o con experiencias de bienestar.

French abstract: En se concentrant sur la région entourant le fleuve Maroni, qui forme la frontière entre le Suriname et la Guyane française, nous examinons comment les relations entre les différents groupes sociaux étatiques et non-étatiques sont articulées en termes de sécurité. La région est caractérisée par de multiples «frontières» et les frontières de toutes sortes, la frontière de l'État ayant les caractéristiques d'une interface ou zone de contact. De nombreuses et importantes collectivités se rencontrent dans cette zone frontalière: Indigènes d'Amazonie, la communauté tribale Maroon, les migrants brésiliens à la recherche de l'or et les fonctionnaires d'Etat de la France métropolitaine. Nous explorons les relations entre ces différents groupes d'acteurs, et décrivons la manière dont leurs rencontres mutuelles sont centrées sur les discours relatifs à la sécurité humaine et l'État, remettant ainsi en cause l'idée communément admise de la région en tant zone apatride et montrant par la même que la «sécurité humaine» des citoyens perçue du point de vue de l'État peut rivaliser avec des idées saillantes au niveau local ou des expériences relatives au bien-être.

This article examines the securitization of delegitimization as a national security threat in Israel. The article contains three elements. First, theoretically, it analyzes legitimacy as a national security asset and delegitimization as a risk to ontological security. Second, it traces the Israeli response to delegitimization, providing an empirically rich account of this approach. Finally, it seeks to provide an assessment, albeit preliminary, of the effectiveness of the Israeli response. It concludes by discussing policy implications, emphasizing the benefits and counterproductive outcomes of an otherwise successful securitization process. Although Israel has had success curbing delegitimization with regard to political elites at the state level, it continues to lose ground with both the grassroots and Western liberal audiences.

Ecuador's “black site”

On prison securitization and its zones of legal silence

When a state of emergency in Ecuador's prison system was declared in 2007, municipal leaders in Guayaquil built the country's first “supermax” prison, La Roca, for the administrative segregation of inmates considered a security threat. I suggest that administrative curtailment of access to these so-called “worst of the worst” prisoners merits legal comparisons with the juridical status of detainees in US “black site” facilities, the inter-American drug wars now paralleling the global war on terror insofar as prisoners' rights are concerned. Contrasting my brief visit to La Roca with political-economic and media analysis, my article draws two conclusions: (1) that limited physical access to prisoners, stimulated by administrative “zones of legal silence”, demands an ethnographic focus on daily conditions of prison life using inconsistencies in administrative rhetoric; and (2) that measures to securitize the prison system have augmented prison directors' powers to coerce inmates and to confound understandings of their living conditions.

Politicizing the Transnational

On Implications for Migrants, Refugees, and Scholarship

This article discusses the politicization of the transnational paradigm in terms of development and security, refugee and migrant regimes, and transnational practices. The analysis makes two principal arguments. The first is that diasporas and mobility in general have been both securitized and developmentalized. These two processes are intertwined but also contradictory. While migration is seen as a development resource, 'uncontrolled' population flows—particularly of refugees—are looked upon as security threats by states and policy makers. This duo-faceted approach is at the root of the politicization of the transnational paradigm. The second argument of this text is that this politicization and the neo-liberal mega-trend are also entwined, despite the fact that the scholars who introduced transnationalism to migration research saw it as reflecting a process of globalization 'from below'.
