The coordination of transport was heavily debated in the interwar period, as mechanized road traffic for the first time posed a serious challenge to the railways as the backbone of the transport system. The main issues of the interwar period bear resemblances with current challenges for transport policy, and historical studies may improve our understanding of contemporary transport coordination. This introduction sets the stage by discussing the concept of transport coordination and its historiography.

The way public transportation and highway policies are considered in tandem is determinant of how the means of transportation are used, and that policy choices have implications in the middle and long term as they forge path dependence. This paper discuss this issues, using the case of Switzerland—often considered a best-practice country in terms of coordination—to explore the obstacles encountered when transportation policies à la Swiss are "imported" to other countries.
Ole Henckel and Susan Wright
Ole Henckel is writing his PhD thesis on the relationship between national and European higher education policy as well as the history of the Bologna process. The aim of this interview was to learn about the historical background to the Bologna process, which interests were involved and which were excluded, what their motivations were, why they thought it was a good idea, and what they were trying to achieve? As the interview progressed, it focused on three themes. First, at what points did it become clear to participants that they were engaged in a new European 'great game' of creating not just a standardised Higher Education Area, but a global market? Second, how does the Bologna process work as an exemplar of the European Union's new form of governance through freedom, often referred to as the operation of 'soft power' or the Open Method of Coordination? Third, what are the most recent developments, and what kind of future is emerging?
Beyond the Vincolo Esterno
The relationship between Italy and Europe has changed since the 1980s. Where Europe used to provide a constructive external constraint (or vincolo esterno) on domestic Italian politics, now European constraints are less constructive and more problematic. At the same time, Italy has a more important role to play in contributing to European debates. The government headed by Matteo Renzi demonstrated both sides of this change in 2016. Renzi argued that European policies regarding macro-economic policy coordination, financial stability, and international migration did not help Italy. He also insisted that Italian proposals in these policy areas warranted closer European attention. Renzi was not successful in redefining Italy’s role in Europe, but he did win recognition for his efforts. The question is whether the government headed by Paolo Gentiloni will keep pushing in the same direction.

This article aims to assess the impact of the social security coordination policy on the welfare of mobile workers, defined here as the EU citizens who had previously worked in another EU country than the one where they currently reside. The following research question is investigated: "To whom does a mobile worker need to be compared: to a worker in their country of residence (domestic) or to an earner in their country of employment (mobile), and why?" The article seeks to identify the counterpart group of comparison of mobile earners, taking the case of Luxembourg and Belgium. This analysis enables us to disentangle the effects of coordination policy on more working groups, and it tries to elucidate the importance of inter-group comparison. The results illustrate that the most equally treated groups are domestic earners and mobile earners, who reside in the same country. The most unequally treated are mobile earners and domestic earners from the country of employment, the uneven contribution premiums and unemployment benefit contravenes with the principle of equal treatment praxis.
Spanish El presente artículo busca evaluar el impacto de la política de coordinación de la seguridad social sobre el bienestar de los trabajadores móviles. Mediante el análisis de la cuestión ¿con quién se debe comparar un trabajador móvil?: ¿con un trabajador nacional en su país de residencia o con un trabajador móvil en el país donde trabaja, y por qué?, se trata de identificar la situación hipotética de los trabajadores móviles mediante la comparación de los ingresos de los trabajadores nacionales y móviles en el desempleo. Este análisis nos permitirá separar los efectos de las políticas de coordinación en más grupos de trabajadores, ya que trata de dilucidar el uso de las comparaciones de los diferentes grupos de trabajadores. Los resultados muestran que el nivel de las prestaciones de desempleo entre los trabajadores nacionales y móviles, es relativamente el mismo. Al mismo tiempo, aparecen grandes discrepancias en las ganancias cuando se comparan a los trabajadores móviles con los trabajadores de su país de empleo. En este caso, la desigual contribución a las primas/beneficios y las bajas prestaciones al desempleo de los trabajadores móviles y nacionales, contraviene con la práctica del principio de igualdad de trato.
French Cet article a pour objectif d'évaluer l'impact de la politique de coordination de la sécurité sociale sur le bien-être des travailleurs mobiles en posant la question de savoir avec qui il faut les comparer. Faut-il comparer un employé mobile à un employé fixe travaillant dans son pays de résidence ou bien dans son pays d'emploi et pourquoi? Nous cherchons à me re en relief la situation hypothétique des travailleurs mobiles en comparant le revenu des travailleurs nationaux et mobiles au chômage. Cette analyse nous perme ra de mieux saisir les effets de la politique de coordination sur un grand nombre de travailleurs, tout comme elle nous permettra de montrer l'utilité qu'il y a de comparer ces différents groupes de travailleurs. Le résultat montre que le montant de l'allocation chômage est relativement similaire entre celui d'un travailleur fixe et mobile. Par ailleurs, on relève d'importantes différences entre le revenu des travailleurs mobiles et celui des travailleurs nationaux. Dans ce cas, la cotisation inégale aux primes et indemnités de chômage des travailleurs nationaux et mobiles contredit le principe d'égalité de traitement entre les personnes.
The Debate on Transport Policy in Belgium, 1920-1940
When new motorized means of transport, such as buses, vans, and lorries, captured part of the transport market in Belgium in the interwar period, the rail companies engaged in a political fight to restrict the new modes of road transport. Attempts were made to introduce fiscal and administrative measures aimed at limiting road transport. This coincided with an intense debate on transport policy, both in the press and in parliament. The article focuses on the discourse driving this debate. It is argued that the positions taken were motivated by economic issues, but that there were underlying cultural motivations, different perceptions of what transport should represent in the lives of the users and the whole of society. The focus on the so-called coordination debate is widened beyond the conflict between trains and vans in the 1930s, to include the conflict between automobiles, buses, and trams in the 1920s.
Democratic Experimentalism in the European Union
Although justification and implementation of human rights are typically dealt with as separate issues, the lines between them become particularly opaque when dealing with contested rights claims, particularly those made by immigrant groups. The relevant lessons from Europe seem to indicate that in these sorts of cases, questions of justification can become embedded in deliberative practices that lead to their greater institutional entrenchment. The heterogeneity of deliberative practices out of diverse Member State administrative contexts can be turned into an epistemic virtue when including additional perspectives that increase the likelihood of avoiding error and alleviating bias. With a focus on immigrant rights in the EU, I first give a stylized rendition of the shortcomings of three views—post-national rights theorists, liberal nationalists, and cosmopolitans. In contrast, experimentalists highlight the democratic potential of realizing rights on a pragmatic model of the Open Method of Coordination that better responds to regional problems not necessarily tied to a single site of sovereignty. Since immigrants in the EU are party to multiple overlapping political communities, the democratic justification of rights in contested cases can be directly tied to this novel institutional implementation, forging a modified social imaginary in the process for all affected actors.
A Model Reconsidered
The German model of labor relations is once again attracting significant attention, even if assessments of its health and economic consequences diverge. This review article clarifies debates about German labor relations and illuminates their significance for theorizing the political economy of wealthy democracies. It demonstrates how four different narratives about German practices from the late twentieth century continue to shape contemporary disagreements. While these older interpretations of the German model have been updated, their original assumptions about particular structural effects remain at the heart of current disputes, sometimes hiding as much as they reveal. This article argues that it is time to move beyond inherited abstractions and focus more on the contemporary agency of labor relations actors.
Passenger Transport in Interwar Germany
The development of bus transport in European countries followed distinctly different paths. Unlike in the liberal economic regimes of the U.K. and the Netherlands, the German transport policy in the interwar years was characterized by a high degree of state intervention, of regulation and restrictions on inter-modal competition. The main purpose of the regulatory regime in Germany was to ensure the profitability of the national railroad, whereas the interests of passengers ranked second. Concessions for private inter-urban bus services were severely restricted by the political priorities for the railroad and the bus lines of the Postal Service.
This article examines the modernisation of universities in the U.K., arguing that heterogeneous policy objectives and strategies have become condensed in the construction of higher education as a governable system and the university as a corporate enterprise. It argues that managerialism has displaced and subordinated professional and administrative logics for the coordination of universities, articulating them into supporting roles. Finally, it examines some of the cultural psychological states associated with the contradictory and uncomfortable assemblage that is the modernized university: identifying fantasy, dissociation and professional melancholia. It concludes with an argument that nostalgia for a lost academic community cannot be a foundation for political challenges to the present model.
