Development policy rests on the conceptual division of the world between developed and underdeveloped countries. The article argues that this dichotomous way of splitting the world into one collective self, on one side, and a collective other, on the other, pertains to the category of what Koselleck has termed “asymmetrical counterconcepts.” Moreover, many of the characteristics of our modern concept of development directly derive from older counterconcepts or dichotomizations e.g. the idea that the underdeveloped can, in principle, “develop” and that developed countries should assist others in developing themselves. In this essay some historical examples of such dichotomies are examined, with a special emphasis on the civilized-uncivilized conceptual pair and on the idea of civilizing the “Barbarian.” The recapitulation of past dichotomies not only unearths the historical influences on the idea of development. Above all, it contributes to a better understanding of its present-day complexities.

An Historical Approach

The political use and instrumentalization of history is a central theme within the historiography of history education. Neither history nor education is a politically neutral domain; history education is and has always been a highly politicized phenomenon. For his recent article on the development of history education in England, Germany, and the Netherlands throughout the nineteenth and twentieth centuries, the Dutch history didactician Arie Wilschut chose the significant title, “History at the Mercy of Politicians and Ideologies.” History education, Wilschut argues, has, in all three countries, continually—with a short break in the 1960s and 1970s—been instrumentalized by national politics to the detriment of unbiased interpretations of the past.
Italian mobility history studies have seen remarkable developments since this journal published a first report on the topic in 2009.1 A review of main trends in Italian mobility studies since then reveals innovative developments opening new fields of investigation, with uneven but altogether appealing results, achieved not only by academic researchers but also by enthusiasts and journalists. Three themes are particularly discernible: mobility history and collective identity, denunciation of deficient transport system management, and a renewed attention
to business history.
A major intervention of mobility studies has been to suggest a new framework for the writing of history. Recent studies of diasporic Indian Ocean communities and trans-Pacific labor migration have shown that mobility history can open the door to histories of mobile subjects rather than static nations and, in the process, lead the way toward a transmodal and transnational research agenda. This article considers what the history of mobility has to offer to the modern history of transport and social life in the Japanese archipelago, which has most often been used to tell the story of the development of the modern Japanese nation-state.
Issues and Methodologies toward a School Historiography

This article traces the developments within history textbook research as presented at the 2009 conference of the International Society for History Didactics (ISHD), held in cooperation with the Georg Eckert Institute for International Textbook Research in Braunschweig, Germany. The article claims that significant developments reveal school historiography to be a challenged area for history didactics. Key concepts and theoretical frames require further discussion in order to develop history didactics not only as an area for social and political responsibilities but also as a theoretical discipline.
Dr. Likhovski’s book is a formidable achievement that has relevance for the development of Israeli law, for students of comparative legal systems, particularly colonial ones, for the history of Zionist ideology, and for conceptualizers of legal anthropology. I shall focus on only a few aspects of his work from the standpoint of a political historian of Mandatory Palestine.
Institutions, Education and Elite Formation
Modern economic growth theory gives a central role to ‘institutions’ in understanding the ability of an economy to break development constraints. This article briefly reviews a growing economic literature that focuses on African economic history in order to identify the linkages between institutional development and economic growth. Because present-day African institutions are often direct descendants of the colonial experience, colonial economic and political institutions have been the main focus of this literature. This article instead proposes to analyse closely the role that the colonial education had in the process of decolonisation and in African postcolonial history. Because of the importance of education in the process of economic development, an education system aimed mainly at co-opting an elite in the ways of the coloniser might be a significant obstacle in generating innovation and creativity necessary for the process of economic development.
Intended and Hidden History Curriculum in South Africa
This article focuses on how some aspects of the South African history curriculum are interpreted and "lived out" in two South African high schools. The article introduces the history curriculum reconstruction process and its surrounding developments from 1994 until the release of the National Curriculum Statement in 2003. It then focuses on the curricular intentions, which reflect the reorganization of history teaching and serve as a benchmark for teachers. Using empirical data gathered in Afrikaans schools, I describe how classroom practices represent the history curriculum. The data indicates that schools provide space for curriculum modification and the creation of a "hidden curriculum."
Its Development and Prospects
This article explores the development of Korea's conceptual history from the perspective of sociology of knowledge by focusing on the intellectual environment since the early 1990s, pioneers and areas of conceptual research, the kinds of expectations that Korean scholars have of conceptual research, data archiving and methodology, works and tasks of conceptual history in Korea. The article finds that the conceptual research on Korea's modernization is a good approach to construct a reflexive history beyond the false dichotomy of Western influence and nationalistic response.
The history of transport in Paris used to focus on the inner city and take a traditional approach, linked to geography, economics, and political science. The new transport policy implemented by the left-wing Mayor Delanoë and the recent development of a debate on the Greater Paris project, however, have made historians change their scope. New works incorporate the history of a wider territory, on the scale of the whole metropolis, and propose new themes along with the mobility turn.
